Design, implement and support emergency Environmental Health (EH) responses across the mission, in collaboration with the Medical Coordinator and project teams. The Flying EH Manager will be based in Khartoum and deployed to other locations as needed, with the main objective of reducing morbidity and addressing urgent needs of target populations through timely, relevant, and pragmatic EH interventions.
Duties and responsibilities:
Accountabilities
- In collaboration with the Medical Coordinator and PMR, analyze epidemiological trends and demographic inflows to inform emergency EH response planning, prioritization, and design.
- Conduct rapid assessments and produce clear and concise reports including concrete intervention proposals that respond to the basic needs (e.g. water access, hygiene, vector control, sanitation) of affected populations.
- Design and implement emergency EH responses tailored to epidemiological and environmental indicators, ensuring timely action to reduce public health risks.
- Contribute to the triangulation of medical data (morbidity, outbreaks, trends) with EH assessments to guide interventions that reduce disease incidence and transmission.
- Prepare and submit concept notes, technical proposals, and draft budgets for emergency EH activities, in collaboration with medical and coordination teams.
- Plan and pre-position emergency preparedness (EPREP) stocks, ensure timely supply orders (local and international), and maintain minimum emergency material levels across mission locations.
- During non-emergency periods, support the EH activities in the project with the highest operational needs, integrating fully into the project team, assuming regular EH responsibilities, and reporting hierarchically and functionally as per the project structure (e.g., to PMR/PC).
- Provide technical input to regular EH activities including water supply and treatment, excreta disposal, solid waste and medical waste management, vector control, hygiene promotion, and outbreak control strategies.
- Participate in building EH strategies at mission level and ensure preparedness measures and response mechanisms are updated and adapted to contextual changes.
- Supervise, support, and coach local EH teams and contribute to the capacity building of staff involved in EH activities.
- Ensure quality monitoring of implemented EH activities and prepare technical reports and updates for coordination and HQ support.
MSF Section/Context Specific Accountabilities
- Actively contribute to the definition and updating of EH strategies in coordination with Medical and Logistics departments.
- The person will be responsible for continuously monitoring and assessing the evolving emergency contexts across Sudan, including those related to conflict, population influx, and disease outbreaks.
- Need to provide timely inputs on potential assessments or interventions when relevant.
- Additionally, will offer remote support and technical guidance to supervisors responding to emergencies in locations different from where the manager is deployed.
- Ensure coordination with other departments and / or organisations during emergencies assessments and interventions.
- Maintain flexibility to deploy rapidly and work in challenging environments with high pressure and limited resources.
Minimum Qualification, Skills and Experience Required:
Requirements
| Education | Academic background in Engineering, Public Health, Environmental Health, or other relevant technical fields. A Bachelor’s degree is strongly recommended but not mandatory. Training: Completion of the WatSan in Emergencies training within MSF is highly recommended. |
| Experience | Proven technical experience in water and sanitation works is mandatory, regardless of the type of organization (national or international NGO, private company, or governmental institution) or contractual arrangement. Minimum of 2 years of relevant professional experience as described above. At least 6 months of hands-on field experience in emergency WASH operations within a humanitarian or international development context. Desirable: Experience in implementing or promoting at least three or more of the following WASH activities: water supply, excreta disposal, waste and wastewater management, vector control, and management of dead bodies. Previous MSF experience in WatSan activities is considered an asset. |
