Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population 

  • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved,  reporting to the technical referent any problem arising in the service 
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to MSF procedures. 
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participating in shifts and replaces a doctor, if necessary
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
  • This position is based in Gedarif with a particular focus on engagement and networking with medical humanitarian actors and authorities (medical and non-medical if necessary such as HAC, security institutions if required).
  • In close collaboration with MTL and PC, represent and advocate for MSF social mission in Gedarif and build/maintain relationships with relevant stakeholders. 
  • Participate in discussions and follow up of matters related to the partnership between MSF and SMoH and other actors. This includes exchange/updating on MSF activities, negotiate for access and interventions, reporting as required, including data sharing as per agreements, epidemiological surveillance and donations.
  • Attend cluster and other external meetings (e.g. health, nutrition, wash, protection) and any bilateral stakeholder meetings as requested by MTL and PC.
  • Report on regular basis to the project management; share meeting minutes/summaries and maintain engagement logbook.
  • Travelling on regular basis to Tanedba for updates and meetings with the project management team.
  • Support MTL and project to navigate any new area of assessment together with PC support as a part of quick rapid assessment team.
  • Perform tasks in close collaboration with project management team, Liaison Officer and other key team members to contribute to the achievement of the MSF’s objectives
  • Perform any other tasks given by the line manager 

Staff Health

  • Manage staff health in Gedarif sub-base in accordance with the Staff health policy: vaccination plan and updates, approving sick leaves, managing referrals for further medical management, and follow up with health facilities
  • Is the first contact person on staff health issues of Gedarif Office
  • Focal point of all staff referred to Rowan Care and other identified hospitals, e.g. Shakir
  • Check all medical costs reimbursements (review patients / staff invoices and receipts from Finance department), and submit to MTL for approval of payments;
  • Develop file on monthly medical expenses costs per staff ; keep an overview of individual staff NSHP expenses per month/per year and support MTL to develop staff health budget during planning cycle 
  • Prepare monthly medical costs forecasts in collaboration with the other medical managers, to submit to the Finance department;
  • Support MTL in drafting of credit based agreement with staff health hospitals 
  • Support in assessment of Rowan Care hospital and other health facilities for staff health and update/advise MTL accordingly;
  • Ensure staff health emergency kits and boxes in MSF Gedarif House, offices and vehicles are updated accordingly; check the boxes regularly, perform regular inventories and prepare medical requests to replace used and/or expired items when needed;

Minimum Qualification, Skills and Experience Required:

Education: Medical doctor or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies (for OCB OCBA, this is essential too)

Experience: Essential 2 year working experience related to the diploma/degree and previous experience in MSF in the field

Languages:Essential mission language, local language desirable

Knowledge: Essential computer literacy (word, excel and internet)
