Background:

Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population

  • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved,  reporting to the technical referent any problem arising in the service 
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to MSF procedures.
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participating in shifts and replaces a doctor, if necessary
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.)

Context Specific Accountabilities

  • Cooperate in monitoring activities, contributing to monthly, quarterly, and annual reports; be directly responsible for compiling comprehensive monthly reports from all medical departments and activities supported in BTH. Assist in the collection of national health policy information and actively participating in the collection and analysis of epidemiological data.
  • Conduct regular Rational Prescription Audits to evaluate the appropriateness of medication use in maternity and NICU.
  • Monitor and ensure antibiotic prescription compliance exceeds 90%, aligning with evidence-based guidelines and infection control standards.
  • Provide feedback to prescribers and organize corrective actions where compliance falls below target.
  • Ensure that all mortality cases are reviewed and that near miss cases and all medical incidents are reported in the maternity, OT and NiCU.
  • Ensure the preparation of the medical orders needed to implement the medical activities, identify, and report to the line manager additional medical supplies needs.
  • Ensure an efficient pharmacy management and monitoring the rational use of them, in coordination with other supervisors and managers. 
  • Coordinate, assess and supervise the proper functioning of the medical activities in the following departments of BTH:
    • Emergency department (MAT)
    • Operation Theatre (in collaboration with OT NAM)
    • Maternity and N-ICU (in collaboration with MWAM and NAM)
    • Other IPD opening in Outbreak context
    • OPD
  • Manage the medical team under his responsibility. 
  • Support the improvement of care quality according to the guidelines of MSF and MoH. 
  • Collaborate with the MoH team in SRH, aiming to improve workflows and care through training and support for various processes. 
  • Participate in the sexual violence group, offering support in the medical component of strategy development and implementation.
  • Support the deputy PMR in managing the team’s health cases.
  • This position operates on shift basis with day and night duties according to the roster, covering Friday and Saturday as part of the schedule.
  • Fulfill additional duties as requested by the PMR, which may involve covering for other Medical Activity Managers or conducting rapid health assessments and facility evaluations.

EducationMedical doctor. Desirable specialization or training in maternal health, obstetrics, or tropical medicine.
ExperienceEssential: 2 years working experience related to the degree AND previous experience in MSF.Proven experience in supervising medical teams and coordinating healthcare activities.Ability to conduct clinical audits (e.g., rational prescription audits, antibiotic compliance monitoring).Competence in data collection, analysis, and reporting for medical indicators.Proficiency in IT tools (Excel, Word, PowerPoint) for documentation and reporting.Experience in training, mentoring, and supervising staff (midwives, nurses, doctors).Strong ability to implement quality improvement initiatives and ensure compliance with medical protocols and knowledge of evidence-based maternal and neonatal care protocols.Essential: good spoken and written English.
