Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities, and ensuring adequate program management in the projects, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population.

  • Monitoring, supervising, and evaluating the implementation of medical activities in the project, visiting projects according to a pre-set schedule, and participating in defining the human resources needs, materials, and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene,e and universal precautions in service. 
  • Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects 
  • Ensuring medical follow-up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes
  • Supporting and supervising the project teams and participating in the management of the medical team in the capital (recruitment, training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and active participation in the development of the project
  • Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager
  • Participating in the management of the central pharmacy, advising and guiding the logistics team in the mission of drug stock management. Organizing the start-up, inventory, and management of the operational medical library according to the classification plan
  • Participating in the data collection and management from the projects as well as preparation of monthly, quarterly and annual reports and organizing · data archiving and medical reports in the project
  • Performing other duties at the request of Medco (exceptional strengthening of a field team, involvement in evaluations, etc.)

Epidemiological surveillance, humanitarian situation analysis, and response:

  • In coordination with the Mission epidemiologist, assist in the collection and analysis of health-related information (including epidemiological data) through different sources (health cluster meetings, MoH technical departments, local health facilities, and other sources),
  • Support the medical data team and mission epidemiologist in reporting all diseases with epidemic potential through the EWARN system.
  • Participate in any operational assessment when needed and possible proposals.

Medical Representation and Networking:

  • Support and assist the medical coordination in mapping (active and dynamic networking database) and meeting different stakeholders. 
  • Attending key meetings as delegated and sharing minutes with Medco.

Staff health and Referral:

  • Perform required evaluations of the health structures that can serve as reference centers for patients, and national and international staff; making sure that they have a minimum quality standard, accepted by MSF.
  • Ensure the follow-up of National staff health policy. 
  • Support in the proper follow-up of administrative procedures related to staff health (sick leave, reimbursement cost, etc.).
  • Support the follow-up of IPC (Cholera, COVID-19… preventive measures) by all IMS and LHS in coordination. 
  • Follow up on vaccination status.
  • Filing of staff medical records
  • Organize awareness sessions for all MSF staff on medical topics and National staff health policy.
  • Receiving lab samples from the projects sending them to relevant labs and sending back results to projects.
  • In collaboration with the pharmacy supervisor, ensure that inventory and ordering of medical items for the staff health cupboards is done.
  • Ensure Inventory and update of First Aids Kits in the cars in Khartoum is done.
  • Participate in first aid training of drivers and other staff at least twice a year.

Reporting and project medical data management:

  • Participate in compiling and translation of periodic medical reports to be shared with the administrative authorities and partners. 

Project management:

  • Support of medical team by replacing temporarily a member of the medical team (Project Medical Referent, Medical activity Manager, etc.) when needed,
  • Participate in the discussions on the evolution of the MSF project program, contributing with his/her experience to the improvement of the overall performance, adapting to changing reality and context.

Protocols and guidelines:

  • Gathering MoH protocols and guidelines and sharing with medical coordination and projects.

Archives and Project Medical Operational Library:

  • Supervise the management of medical archives,
  • Capitalization of all medical information and records in the mission.
  • Manage and update the medical operational library.
EducationMedical Doctor diploma or equivalent in a related allied health
