Background:
Operang and overseeing the communication channels used in the project. Ensuring that all communications
are in accordance with the MSF security protocols and rules, and to ensure quality and confidential
communications for the operational needs of the mission/projects.
Duties and responsibilities:
Operating communications channels relating to and monitoring and registering any movement of people, vehicles,
and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informing line manager of any delays.
• Ensuring that messages are well copied/passed to all people concerned and recording the messages on the radio
logbook.
• Supervising and monitoring the mobile phones allocation book and registering the loan of handsets to all staff,
following it up on a regular basis.
• Installing, operating and performing preventive maintenance checks on assigned communication equipment,
checking that the equipment is working properly and immediately informing the line manager of any
damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions.
Maintaining and supervising mobile phones used for movement communications, including battery health is good.
• Providing basic training when necessary to MSF staff.
Project-specific accountabilities:
• Monitoring and supporting follow-up of all project movements, via text and voice messages. Project movements
include medical team movements within Damazin and the broader Blue Nile Region, as well as inter-state / interproject
movements to and from Damazin.
• Ensure that mission- and project specific communication and security protocols are followed by all persons involved
in movement communications
• Contacting reference bases (capital and/or project) according to communication rules /schedules and forwarding
all information concerning the security of the teams to the Project Coordinator /security focal point.
• Focal point for the organization of the driver roster with the support and oversight of Log Supervisor Base.
• Mentor project staff on movement communication procedures to ensure rules are well followed.
Minimum Qualification, Skills and Experience Required:
Education: – Literacy Essential.
– Completion of secondary education – Desirable
– Experience creating and managing staffing rosters – Desirable.
Experience: – At least 6 months’ work experience as radio operator /position with similar accountabilities – Desirable
– At least 6 months’ experience working with MSF or other NGOs in a similar position – Desirable.
Knowledge and Skills:
– Arabic Language – native – Essential
– English Language – proficient – Essential
