NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.
Role Specific Information
Your purpose as the Access Adviser is to provide expert advice on HSS risk management strategies and procedures, as well as access approaches, strategies and procedures across NRC’s Areas of Operations in Sudan. You will be part of the HSS team in Sudan, overlapping closely with the Advocacy department on matters relating to context analysis, stakeholder mapping, and access negotiation. For the Access pillar, you will mainly focus on building the acceptance of NRC by networking with key actors, support understanding of conflict sensitivities and advice NRC Sudan teams to integrate conflict sensitivities and access approaches into program design.
In addition to providing close support to Area Offices on HSS strategies, plans, and procedures to ensure the safety and wellbeing of NRC staff, you will also provide support on the implementation of humanitarian negotiations and access strategy.
Duties & Responsibilities
- Supports and develops systems to minimize security risks to NRC’s operations.
- Ensure adherence to NRC policies, handbooks, and procedures.
- Develop and support implementation of Sudan’s Access Strategy in coordination with key staff.
- Advises on security risk management to the CMG and all HSS focal points, in line with established NRC HSS policies, standards, and procedures that ensure minimum standards and compliance.
- Advises on security risk management to all HSS focal points, Area managers, and the Country HSS Manager, in line with established NRC HSS policies, standards, and procedures that ensure minimum standards and compliance.
- Continuously monitor and evaluate the political, social, security and humanitarian context for developments affecting risk management and humanitarian access, to inform NRC’s response.
- Helps develop and implement NRC’s training strategy, schedules, and lesson plans relating to HSS and Access, including delivery of training on Humanitarian Negotiations, HEIST, and Field First Aid.
- Provide regular and timely situational updates/alerts/advisories to NRC staff, and particularly the CMG
- Take on the role of Acting HSS Manager, whenever they are out of the office on leave or travel.
- Support the NRC Country and Area Offices / Country Management Group in making strategic, informed decisions related to humanitarian access and the practical application of humanitarian principles.
- Regularly communicate, cooperate, and build networks and maintain relations with relevant stakeholders through direct liaison as well as strategic support to stakeholder engagement.
- Train and mentor relevant staff on NRC’s policies and systems relating to risk assessment, stakeholder engagement, access negotiations, day-to-day operational security, and minimum HSS standards.
- Work with the Programme Unit to ensure access elements are included in programme design and reporting.
- Work with the programme unit to identify programme opportunities for improving access and provide area-based access analyses supporting operational implementation or programme development, including recommendations on how to address issues as they arise.
- Regularly visit field sites to encourage understanding of NRC identity, promote principled programming, and address existing access challenges with NRC staff.
- Research, compile, and produce general or specific reports as well as trackers related to contextual matters and humanitarian access.

Our Ideal Candidate:
- Minimum 4 years in the field of security. Demonstrated experience working in good cooperation with regional and country managers and developing cooperative and effective security risk management teams.
- Strong understanding and demonstrated technical knowledge of humanitarian access, principles, and negotiations
- Advanced knowledge of humanitarian security risk assessment, management, and best practices.
- Documented results related to the position’s responsibilities
- Previous experience of working in complex and volatile contexts
- Substantial and demonstrated prior experience as a trainer, with an effective and professional training style, and the ability to develop, implement, facilitate and impart learning to senior management and to a wide range of audiences.
- Advanced report writing and good communication and presentation skills.
- Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture.
- Fluency in English and Arabic, both written and verbal.
