The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation – Sudan.

The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States. 

Working under the overall direct supervision and responsibility of the Emergency Response Manager, the Emergency Response Protection Officer will provide key support to the project in the roll-out and implementation of protection emergency preparedness and response intervention during emergency and non-emergency situations. The incumbent will work with Area office Emergency Teams, beneficiaries, and stakeholders to ensure projects outputs are of the highest quality and that expected results are achieved in a timely and efficient manner. The incumbent will deploy regularly to provide protection technical support to Area offices and will be responsible to ensure transparency, accountability, and quality of general protection work on the ground, adhere to NRC policies and be mindful at all times of the Humanitarian Principles and Protection Standards.

Role Specific Information

The following is a brief description of the role.

Duties & Responsibilities

  • Ensure adherence to NRC policies, tools, handbooks, and guidelines
  • Support and provide guidance on the implementation of Rapid Response Mechanism (RRM) protection project portfolio according to Action Plan
  • Emergency Response Protection Officer will undertake implementation of protection technical activities of the emergency project, including emergency preparedness, project documentation.
  • Prepare and develop status reports of ongoing activities including protection related as required and directed by the line manager.
  • Conduct humanitarian and protection needs assessments/protection analysis for displaced populations or impacted by natural disasters or conflict.        
  • Ensure that project targets beneficiaries most in need of protection, explore and assess new and better ways to assist and to have a creative modality to track new IDPs and their settlements.
  • Provide training to Emergency teams of protection, strengthening of referral pathways and ensuring area offices map existing partners in the referral pathways. 
  • Lead the quality control in the field of emergency preparedness and emergency response through protection technical guidance to Area office Emergency Teams
  • Supervise implementation of all protection RRM activities with technical support and guidance of Emergency Response Manager [based in Khartoum] (and Protection PDM/Specialist).
  • Coordinate all emergency preparedness and response activities from a protection perspective. This will include pre-planning, assessment, coordination, leadership and overseeing protection analysis and responses, in collaboration with the Area Office Emergency Response Teams.
  • Provide and collate regular data on context analysis, protection analysis, early-warning/ humanitarian/ risk monitoring, trigger indicators for assessments and responses.
  • Participate in any trainings, capacity building initiatives, to have a solid understanding of the project technical design, implementation approaches, protection, NRC & donor’s policies, and tools, including M&E tools. 
  • Ensuring that Complaints Feedback and Accountability Mechanisms (CFAM) are in place and communities are aware of it.
  • Training and development of Area offices Emergency Response Team and enumerators, relevant partners, and beneficiaries in emergency response mechanisms.
  • Support and implement safe and inclusive programming in the RRM at area level.

Our Ideal Candidate:

  • Bachelor’s degree in Emergency Preparedness, Disaster Risk Reduction, Disaster and/or Conflict Crisis Management, Social Sciences, International Studies, Development studies, Peace Studies or related fields.
  • Minimum 3 years working in the field of emergency preparedness and emergency response.
  • Practical experience working in Protection in an emergency preparedness and emergency response
  • Experience in cash and voucher-based programming is an added advantage.
  • Good skills in the assessment, surveillance, and monitoring in the context of emergency situations.
  • Excellent knowledge and skills in emergency management cycle, Humanitarian principles and standards.

Travel: 50-70 %
