RESPONSIBILITIES

The Security Officer will provide a range of security support within an area, country or other location.  

Generic responsibilities  

  1. Adhere to NRC policies, tools, handbooks and guidelines 
  2. Implement NRC’s safety and security policies at office level 
  3. Conduct regular security and risk assessments to identify safety and security needs 
  4. Train staff in safety and security and provide regular briefings and updates  
  5. Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities or assets 
  6. Facilitate staff hibernation, relocation and evacuation in emergency situations  
  7. Supervise, train and develop eventual security staff at office level 
  8. Liaise with UN agencies, NGOs and other external actors to gain security information   
  9. Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition  
  10. Prepare security updates and reports as required 

 Specific responsibilities  

  • Collect information on ongoing and forecasted security issues, and share information with staff in a timely manner; maintain information on these incidents in NRC records 
  • Keep management updated on key events and contextual developments that may impact on safety and security 
  • Manage Security Guards and initiates payments for the Security Guards by raising purchase request and follow up for their payment.
  • Regularly updating of safety and security framework tracker and other security sitrep reports regularly.
  • Conduct security assessments and provide recommendations and assistance at project start-up to develop site-specific security platforms.
  • In close collaboration with field teams, create, implement, manage, review, and/or update project safety and security plans in response to operational results and priorities, focusing on efficient procedures, visual diagrams, and project-specific maps, as required.
  • Review and finalize any evacuation planning for projects field activities, including during start-up.
  • Frequently be involved with Emergency Response activity planning and travel to the field to monitor distribution activities.
  • Lead Emergency Response Project field security protocols to ensure operational readiness, functionality, and efficiency by securing HAC travel clearance/permit; identification and setting up of distribution sites; crown control for distribution and conduct end of mission debriefing.
  • Complete assessments and recommend office locations for field offices and expat residences; help assess and identify secure hotels and transportation options for short-term travelers.
  • Deploy during start-up to transitional areas and support the procurement, vetting, and training of local security staff and vendors.
  • Liaise with key stakeholders and maintain strong relationships in order to facilitate access for implementation of program activities. Key relationships include but are not limited to: HAC, key ministries, community leaders, Resistance Committees, security forces, other NGOs 
  • Work closely with Logistics to ensure proper health, safety and security resources and equipment are available and in good working order, in line with minimum standards and operational requirements

  • Contextual analysis skills related to the political, economic and security situation
