We are seeking a highly skilled HR Technical Officer to join our dynamic Human Resources team. The ideal candidate will be responsible for managing and optimizing our HR information systems, ensuring data integrity, and providing technical support for HR initiatives. This role requires a blend of HR knowledge and technical expertise to enhance our HR processes and systems.

Generic Responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement this support function in line with any plans of action
  3. Prepare and develop status reports as required by management
  4. Support and implement NRC’s HR systems and procedures at Country Office level  
  5. Ensure proper filing of documents in accordance with Securing Supporting Documentation (SD) Guidelines 
  6. Promote and share ideas for improvement of the support function
  7. Support line managers in providing capacity building and facilitate relevant trainings for staff
  8. Promote NRC values and safe working environment and support adherence to NRC’s Anti-Corruption Policy

Specific Responsibilities

  • Support staff regarding their professional development by identifying training needs to assist staff achieve their objectives as defined in their Work & Development Plans  
  • Support and organize recruitments according to NRC recruitment policy and Standard Operating Procedures (SOPs) ensuring contracts are up to date, Code of Conduct signed and explained, personnel files are complete and up-to-date and archived in a timely manner 
  • Collaborate and organize with authorities (Labor Office, HAC) in recruitment process
  • Compile and update attendance in the Training Matrix and facilitate trainings, as needed e.g. NRC Way, Code of Conduct, PSEA, Anti-Corruption etc
  • Support HR Coordinator in preparation of the payroll of all staff 
  • Manage daily workers, service contracts, and ensure all non-NRC personnel have signed and fully understand the Code of Conduct (CoC) for non-NRC staff
  • Ensure staff on Fixed Term Contracts have read and signed Code of Conduct 
  • Inputs into Situational Reports and Quarterly Cash Forecasts
  • Participate in inductions for national and international staff 
  • Facilitate translations from English to Arabic and Arabic to English when necessary 
  • Check health and safety standards of offices & guest houses (according to MOISS and MORSS) in collaboration with the Health & Safety Security Coordinator 
  • Ensure compliance with data protection regulations and organizational policies. 
  • Work for gender equality including continued promotion of the Internship Programme for young women graduates
  • Prepare periodic HR reports and planning projections for submission to HRM
  • Support HR CO with the roll-out of NRC’s Induction package and NRC Way for staff 
  •  Provide technical assistance to HR staff and end-users regarding HR systems.
  • Troubleshoot system issues and coordinate with ICT for resolution.
  • Stay updated on system upgrades and new functionalities.
  • Collaborate with HR team members to streamline processes and improve user experience.
  • Conduct training sessions for HR staff on systems and updates.
  • Act as a liaison between HR and ICT departments to align on project needs.

Generic professional competencies: 

  • Experience from working as a HR/Admin Officer for a minimum of 3 years in a humanitarian or early recovery context
  •  Bachelor’s degree in human resources, Business Administration, Information Technology, or a related field.
  • Proven experience in HR information systems management (e.g., HRIS,).
  • Strong understanding of HR processes and best practices.
  • Proficiency in data analysis and reporting tools. Previous experience working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in Arabic and very good working English
  • Intermediate computer skills in Microsoft Office (MS Excel, Word, Outlook, Power Point)
