NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.
Role Specific Information
The purpose of the officer position is day to day implementation of the Camp Coordination and Camp Management and protection Project.
The following is a brief description of the role.
Duties & Responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated Camp management (CM) and protection project portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Monitor the process of beneficiary selection and make sure of accountability and transparency.
- Promote and share ideas for technical improvement
- Suggest capacity building measures for CM/Protection field team to CCCM Coordinator
- Lead the implementation of the different components of protection monitoring, case identification and referrals according to tools, SOPs, and annual work plan in Kutum
- Ensure that projects target beneficiaries most in need of protection and/or assistance
- Lead in regular visit to settlements to conduct focus group discussion, observations, quantitative survey to feed into the protection monitoring.
- During field visits: Identify protection cases during the field visit, offer them with referrals and follow up on the referral.
- Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures.
- Coordinate with relevant partners in Camps, including supporting regular coordination mechanisms with service providers and community structures in sites.
- Coordinate assistants and to conduct community sensitization, awareness and mobilization activities to improve information sharing and encourage communities’ participation.
- Lead the distribution process and ensure beneficiaries receive entitlements, including assistance to new arrivals.
- Actively lead and participate in emergency and regular needs’ assessments including regular service monitoring exercises in sites.
- Ensure timely reports, such as assessment, distribution, camp related reports.
- Supervise, train and develop Technical Assistants reporting to the Officer
- Prepare periodic progress reports and other documents as required
- Ensure and support M&E activities in your field location
- Support the CM Project coordinator in the documentation and lessons learned to capture program performance
- In coordination with the CM Project coordinator, represent NRC in coordination meetings with local authorities and NGOs in Kutum.
- Gap fill as protection assistant when needed
Our Ideal Candidate:
- 2-3 years’ experience from working as a protection Assistant in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- knowledge of English language, Arabic and other local languages
- Political and cultural awareness, as well as good understanding of the displacement context
- University degree or technical school degree (social sciences preferred, e.g. education, political or Social science, international relations, law, journalism, gender studies, human rights etc.)
- Preferable experience in a project implementation position in an NGO;
- Excellent verbal communication skills;
- Excellent team-working skills;
- Flexible and adaptable, with the ability to cope with stressful situations;
- Good written communication skills;
- Good computer literacy, including use of smartphones and MS Office (Word and Excel);
- Good verbal and written English skills are of benefit;
- Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and emergency distribution is of benefit;
- Experience in CCCM or Protection programming is of benefit
- Preferred to be located in Kutum Locality

Travel: 80% Travel / Site visits to areas of Camp Management Activity
Duration and type of contract: Fixed term, 9 months (extendable depending on funding)
