NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

Role Specific Information

The purpose of the Shelter Project Coordinator position is to be responsible for implementation of the Shelter project portfolio in West Darfur, Sudan.  In West Darfur, the Shelter team will be setting up and managing both NFI and durable shelter programming. Strong focus will be on programme set up.

This position will manage the shelter team and will be responsible to achieve project results, carry out end user monitoring, ensure protection of end users and establish rapid assessment capacities.  In the transition process this post will seek to introduce technology into the projects.

Duties & Responsibilities

  • Line management of shelter project field staff.
  • Adherence to NRC policies, guidance and procedures.
  • Contribute to Shelter strategy development, project proposals and provide input on needs and gaps.
  • Manage and implement delegated portfolio of Shelter projects (activities, budget and project documentation) as delegated from PDM in line with proposals, strategies and donor requirements, and ensure high technical quality.
  • Provide regular progress reports to PDM.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Promote and share ideas for improvement and necessary changes in the activities.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

  • Ensure project data collection and management and work closely with M&E to update relevant NRC tools (GORS, Internal Database, achievement and progress of project log frames)
  • Contribute to the design of technical implementation documents for Shelter projects
  • Contribute to donor reports.
  • Contribute to finding solutions to implementation challenges and constraints in a changing context.
  • Regular visits to the area and sites of implementation for quality checks of the ongoing and completed works, make correction and provide relevant recommendations.
  • Lead needs assessment surveys and beneficiary selection;
  • Maintain a regular system of implementation, monitoring, verification of completion and evaluation of projects;
  • Under the guidance of the Shelter PDM, Area Manager and with support from the Logistic Officer prepare the list of items with the specifications to be procured for shelter projects;
  • Under the guidance of the Shelter PDM, Area Manager and the support from the Finance Manager, maintain the budget control of the shelter projects and ensure that NRC financial management routines and systems are adhered to;
  • Ensure logistics and construction components of Shelter program are operating in tandem to ensure timely and appropriate arrival and supply of materials. Specifically, monitoring and forecasting needs.
  • Ensure that all goods on the ground are of the correct standards and specification and fit for the operation.
  • Ensure that all shelter related activities within the response programme mainstream gender and protection and DRR. This includes the introduction of mechanisms to enable women to participate in decision making around durable solutions.
  • Manage distributions and voucher systems, wherever applicable.
  • Under the guidance of the Shelter PDM/Area Manager, liaise with international, governmental and non-governmental organizations in the area and collaborate where appropriate;
  • Network and facilitate as necessary agreements with relevant shelter actor such as UN agencies, local authorities and other NGOs;
  • Responsible for the Amran field office day to day running for all CC and departmental staff including attendance and completion of timesheets, weekly work and movement plans et.

Job Specification

  • University Degree in Civil Engineering or any related field
  • Minimum 3 years’ experience from working with /NFI, houses construction/repair projects in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Experience from working a Shelter project implementation position in a humanitarian/recovery context
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
