RESPONSIBILITIES

Generic Responsibilities for the role are:

  • Adherence to NRC policies, guidance, and procedures
  • Implement NRC’s systems and procedures at the Area level
  • Ensure compliance with NRC policies, handbooks, guidelines, and donor requirements
  • Prepare and submit reports and analysis weekly, monthly and quarterly
  • Ensure proper filing of all support documents
  • Support line manager and Project Manager in procedures and require support team training
  • Management of support team
  • Ensure development and implementation of administrative systems and procedures.

On your responsibilities, you shall

  1. Coordinate and align operational support with program plans at the area level through proper planning;
  2. Be accountable for the archiving of all the support department-related documents in line with NRC, donors, and legal requirements
  3. Be responsible for identifying compliance, risk areas, and mitigation measures in the area in adherence to NRC policies, guidance, handbooks, and donor/auditor requirements, including spot checks, field visits, and in-depth reviews. It includes developing procedures and monitoring tools for corruption mapping and mitigation practices in all related support functions;
  4. Maintain overall budget control and monitor cash flows and provides analysis to the local and country-wide management on the financial situation; assess and monitor costs and resources allocation at area level;
  5. Provide support and guidance for audits related to all support functions of direct responsibility
  6. Be responsible for the implementation and oversight of an efficient, compliant, and accountable supply chain which meets program needs. Engage with procurement and supply chain planning and follow-up throughout project cycles.
  7. Be responsible for oversight of procurement, transportation, stock and asset management, facility management, finance, HR/Admin, fleet, and ICT.
  8. Provide oversight on recruitments, performance management, training, induction, and other HR & Admin-related issues. It includes Ensuring adherence to the national labor law in all HR and Admin processes and procedures
  9. Be innovative and promote the uptake of appropriate technologies that enable NRC to deliver cash and voucher-based interventions better. Provide an enabling environment for implementing cash-based interventions, including multi-purpose cash assistance, and emergency cash responses. It includes coordination with local actors and market analysis.

QUALIFICATIONS

  • Professional competencies necessary to perform in this role:
  • Bachelor’s degree in business administration, marketing, finance, operation, or related field.
  • Experience from working as support staff in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Arabic, both written and verbal

2. Context/Specific skills, knowledge, and experience:  

  • Strong interpersonal, communication, and network-building skills 
  • Contextual analysis skills related to the political, economic, and security situation
