The Liaison Officer is a key member of staff contributing to the effective communication with Stakeholders and Authorities and follow-up of all PUI Liaison tasks. Under the supervision of the HR Coordinator and in close coordination with the Field Coordinators in the Gedaref and Khartoum bases, the Liaison Officer is responsible for the PUI staff visas process with local authorities, while taking part in supporting on assessment process whenever this is needed.
In addition, the Liaison Officer will establish links and synergies with local and national authorities at all levels, facilitating good communication and coordination with necessary authorities on visas, permits, and other administrative issues, etc.
Lastly, the Liaison Officer will follow closely local and federal social, political and economic situations. He will provide analysis and regular updates on Federal contexts to strengthen knowledge and comprehension by PUI staff of the environment where PUI office is located.
Duties and responsibilities:
RESPONSIBILITIES AND TASKS:
LIAISON WITH ADMINISTRATIVE, SECURITY, HUMANITARIAN STAKEHOLDERS AND REPRESENTATION
- Develop, build and maintain a network of interlocutors with all the stakeholders (security/Intelligence forces, HAC, MoFA, Passport office, UN agencies, NGOs, administration…)
- Research, prepare and follow up on general Sudan governmental official processes (registration, statements, etc.), as necessary
- Ensure representation of PUI on any issue related to different authorities in Port Sudan
- Participate in meetings as delegated by the HR Coo or HoM with different authorities, ensure translation when needed and submit the report
CONTEXT ANALYSIS AND MONITORING
- Update regularly the HR Coo/HoM on the national and State context in general, through a weekly press review.
- Upon request, research and/or draft documents analyzing and presenting subjects linked to the PUI environment of work, whether on cultural, social, economic, political, or humanitarian, issues in Port Sudan.
TECHNICAL AGREEMENTS AND MOUs
- Ensure drafting and translating of Technical Agreements for new projects and MoUs with partners and authorities
- Translate documents related to PUI’s MEAL and IEC tools and ensure strict adherence to the meaning and formatting of the original documents.
- Upon request from the HR Coo and/or HoM, provide interpretation for conversations between PUI’s employees and/or its contacts
- Contribute to the design and implementation of lessons learnt and quality process
- Pparticipate in the design of all assessment grids and evaluation program grids
- Participate in and contribute to need assessments for new projects

ACCOUNTABILITY & LEARNING
- Ensuring a high level of accountability in processing visas for PUI staff.
- Ensure effective complaints, and feedback from authority to the organization and vice versa.
- Ensure prompt follow-up of complaints and suggestions, ensuring that timely feedback; and that issues raised are addressed appropriately. required for the contract. (ID card, photos, identification information, reference, credentials, etc.)
- S/he is aware of the security rules, and social and political situation in Port Sudan and its environs at any time and provides feedback to the Head of Mission through the HR Coordinator.

In General, the Liaison Officer has to remain flexible and perform other duties as required for the good running of the PUI Sudan mission.
Minimum Qualification, Skills and Experience Required:
Mandatory requirements
- Language skills: Fluent in English and Arabic (Speaking and Writing).
- Education degree: University Degree in any relevant courses. BA or Masters in English Language preferable.
- Work experience:
- A minimum of two (2) years of experience working in a similar role in NGOs/INGOs is an added advantage
- Experience in people management, public relations and external coordination.
- Knowledge and skills:
- Good analytical and writing skills
- Knowledgable about Sudan Labour Law and the provisions of the National Social Security law;
- Good management capacities and team spirit.
- Computer skills: Good knowledge of MS Office software including Word, Outlook, Excel, PowerPoint, SharePoint, Teams, etc.
- Other:
- Good skills in reports and contract redaction
- Knowledge of humanitarian actors
- Good management and pedagogical skills
- Excellent communication and diplomacy skills to manage relationships in potentially tense situations
