The Rehabilitation/Supervision Engineer is in charge of following up on all the technical aspects of construction and rehabilitation works both for support (office and guest house) and projects (rehabilitation of Health facilities etc.) at east activities areas in east Sudan.
Under the direct management of the Program Manager, s/he will technically assess the needs, prepare technical BoQ and reports, compare technical offers from suppliers, follow up on the work implemented and ensure proper use of the premises/equipment.
Duties and responsibilities:
RESPONSIBILITIES AND TASKS:
1. Assessment of Initial Needs and Preparation of BoQ:
- Conduct field assessments (in Gedaref, Aljazeera and Khartoum where PUI activities and office are located) and coordinate with different stakeholders to determine the scope of work, resource requirements, and estimated costs.
- Support in preparation of project estimates and forecasting for completion in cost, duration and variations.
- Generate, in coordination with the different Managers, designs, illustrations, maps, and Bills of Quantities (BOQs), and other relevant documents, for the required project(s).
- Suggest structural proposals for construction/rehabilitation variations or additional works that take place during construction/ rehabilitation.
- Suggest improvement in the office and Guest House (energy, premises rehabilitation, security etc.) and prepare BoQ.
2. Technical review of suppliers and support in the contractor selection process
- Assess markets in Gedaref, Al Jazeera and Khartoum (solar energy, wash maintenance, generator maintenance etc.);
- Assess the capacities and expertise of potential suppliers and shortlist key suppliers;
- Support the procurement team in the collection of quotations;
- Participate in the technical review of the offers received by suppliers and identify the weaknesses and strengths of each supplier
3. Follow up the work implemented and ensure the correct use of the premises/equipment
- Supervise the implementation of the technical components of the project contracted; ensure proper project implementation, and ensure full compliance with required standards and specifications.
- Undertake frequent and periodical rehabilitation/construction site visits (Gedaref and Aljazeera) to monitor the progress of works and provide technical input.
- Undertake day-to-day supervision of the works of the contractors on site.
- Work with multiple contractors on site to ensure that the interface among them is properly coordinated.
- Work with Contractors to ensure project compliance to scope, and budget and report any deviations.
- Report any changes or potential changes to the budget.
- Attend any required meetings with the project stakeholders.
- Ensure the works are carried out following the drawings and specifications.
- Report on bottlenecks and potential problems for timely action to achieve results, and provide technical support and/or refer to relevant stakeholders for problem resolution. Report /propose for correction in case of items identified with any defects/variation/additional/deletion.
- Compile progress reports including the cost controlling, scheduling, risks and management aspects
- Review Contractor claims, invoices, drawings and material submittals.
- Prepare the Works Completion Certificate before each payment.
- Ensure hand-over and sign-off process after accomplishment of works, follow up and formulate snag lists.
- Participate in the Health rehabilitation working group.
4. Reporting:
- Ensuring regular reporting on activities to the line manager on a weekly and monthly basis
- Ensuring weekly and monthly reporting to the project staff with feedbacks, advice and clear recommendations

Minimum Qualification, Skills and Experience Required:
Mandatory requirements
Language skills:
- Strong command of writing and editing documents in English and Arabic
Education degree:
- At least a Bachelor’s Degree in Civil/Structural Engineering or Architecture. Postgraduate or Master’s degree is desirable.
Work experience:
- Minimum three years of professional experience in this field, including supervision of Health facility rehabilitation.
- Experience in procurement and supply processes is an asset
