Background:
ROLE PURPOSE:
The CPIMS+/Primero Coordinator leads the technical deployment, configuration, and operationalization of CPIMS+/Primero across Sudan, with a specific focus on inter-agency child protection case management in emergency contexts. The role holder shall strengthen the CPIMS+ v2.0 as a Case Management tool and ensure that the CPIMS+ facilitates efficient and effective case management Family Tracing and Reunification (FTR), and Alternative Care systems for individual vulnerable children; the data collection, quality and security to is enhanced to promote the principles of confidentiality, informed consent and need-to-know and ensure that the diverse information needs relating to cases in the system are captured to provide comprehensive data on the situation of vulnerable children in Sudan
The post holder delivers hands-on technical assistance to Country and Field Teams to ensure compliance with Inter-Agency information-sharing protocols, data protection standards, national CM SOPs, and Forms.
The CPIMS+/Primero Coordinator holds direct accountability for system readiness, data integrity, and inter-agency alignment, working in close coordination with CP-AOR IM manager and CMTF Chair (UNICEF) and other members including Plan International, IR, IOM, UNHCR, ICRC, and Child Protection AoR partners. The role also provides high-level technical oversight and ongoing support to IM/ CPIMS+ Focal points, case management teams, and partners in the Field Offices creating/managing user accounts, roles providing trainings and technical mentorship on CPIMS+ usage, data accuracy and quality to ensure consistent system use and adherence to standards across all locations.
Post holder will ensure effective management and analysis of child protection CM data, generate dashboards, reports, and analysis to support program monitoring, coordination and use of CP Sectoral data systems. utilizing CPIMS+/Primero outputs actively to inform evidence-based decision-making.
Duties and responsibilities:
KEY AREAS OF ACCOUNTABILITY
CPIMS+/Primero Deployment and System Management
- Lead the phased rollout of CPIMS+/Primero in line with agreed FTR and case management workflows, SOPs, referral pathways) in alignment with agreed workflows, SOPs, referral pathways, and Information Sharing Protocols (ISP), ensuring contextual customization in coordination with the Country System Administrator.
- Ensure system security, user access management (account creation, role assignment, password control), data protection compliance, and audit readiness across cloud-based and local server environments.
- Provide ongoing system maintenance, troubleshooting, and technical support (remote and in-person), ensuring timely resolution of issues and continuous functionality.
- Ensure data integrity and case status accuracy within CPIMS+/Primero, including correct status coding, case progression tracking (open/closed), and adherence to documentation standards.
- Maintain and manage the national CP IMS/CPIMS+ database to ensure regular updates, accurate information flow, and efficient coordination of case-related activities, such as verification, referrals, and reunification processes.
- Establish and ensure implementation of data protection protocols and procedures.
- Provide technical support and supervision to field office-based data entry personnel, ensuring data integrity and adherence to organisational standards for child protection case management.
- Conduct programme visits to support field teams are aware on project results, activities, and ensure learning is documented and shared.
Capacity strengthening
- Design and deliver structured CPIMS+/Primero capacity-building initiatives (CM Level 3 Module), including training, mentorship, and on-the-job coaching (on-site and remotely) for case workers, supervisors, coordinators, and MEAL teams
- Provide targeted technical assistance to CM and CP teams to strengthen effective use of CPIMS+/Primero for tracking children separated or unaccompanied, tracing, verification, reunification, reintegration follow-up, and inter-agency referrals.
- Strengthen data quality across the full case management cycle (identification, registration, assessment, case planning, Implementation, follow up and Review and Case closure), including support to case conferencing and coordination mechanisms enabled through the system.
- Provide structured data and information management support, including reporting on CP Case Management indicators in line with programme PRIME and SOPs
- Conduct and support training initiatives for Data Management Officers, case and case management case workers, fostering a culture of learning and collaboration while empowering staff with essential skills for data management and case monitoring, including training and hands-on capacity building on CPIMS+ and other relevant digital documentation tools and paper-based forms, where in use.
Coordination and Inter-Agency Engagement
- Serve as Save the Children’s technical focal point for CPIMS+/Primero with UNICEF, UNHCR, ICRC, CP AoR, and Case Management Task Force partners, leading rollout discussions and promoting inter-agency alignment on standards, tools, and data-sharing practices.
- Provide regular trend analysis and progress updates to the Case Management Task Force and CP AoR, strengthening collective evidence of use and data-informed decision-making.
- Collaborate with stakeholders to configure the Management Information System (MIS) and data dictionary, ensuring the system meets both organisational needs and key stakeholder requirements.
MEAL, reporting and documentation
- Lead routine data analysis and dashboard development (weekly and monthly) with age, gender, and diversity disaggregation to inform programme adaptation, operational decision-making, and donor reporting.
- Coordinate with MEAL teams to align CPIMS+/Primero outputs with CPiE indicators (including PRIME), define grant-specific indicators per location, and support monthly and quarterly reporting.
- Conduct quarterly data risk management reviews using established tools to identify gaps, document lessons learned and recommend system and process improvements (including CPIMS+ v2.0 enhancements).
- Support any external research to ensure collection of reliable data that will produce meaningful recommendations for the case management system going forward.
- Quality assures programme and donor reports on the project activities in compliance with internal SCI requirements and any relevant external donor requirements, prior to being shared with the relevant Technical Advisors.
- Produce weekly and monthly disaggregated statistics and qualitative updates on field activities, enabling informed decision-making and effective communication with internal and external stakeholders.
- Identifies opportunities and materials to contribute to communications and media work and supports the facilitation of media visits in coordination with ACCM.

Child Safeguarding
- Ensure integration of SCI Child Safeguarding and PSEA policies within CPIMS+/Primero deployment and programming approaches, promoting safe, ethical, and confidential case management practices.
- Uphold strict confidentiality and adherence to safeguarding guidelines when handling case information, and serve as the audit focal point to ensure compliance with save the Children’s policies on data protection and child safety.

Minimum Qualification, Skills and Experience Required:
Essential
- Bachelor’s degree in information systems, Computer Science, Statistics, Social Sciences, or a related field.
- At least five (5) years of experience in humanitarian information management, including a minimum of three (3) years providing technical support to CPIMS+/Primero or comparable child protection case management systems.
- Proven experience supporting child protection case management and Family Tracing and Reunification (FTR) in emergency contexts.
- Strong technical understanding of CPIMS+/Primero deployment and maintenance, including databases, servers, and local and cloud-based environments
- Demonstrated ability to ensure data protection, confidentiality, and ethical information management in line with child protection standards.
- Proven experience delivering training, mentoring, and hands-on technical assistance in low-resource, high-risk humanitarian settings.
- Strong analytical and information management skills, including qualitative and quantitative data analysis and production of operational reports.
- Excellent communication and interpersonal skills, with the ability to work effectively across multicultural, multi-location teams and with inter-agency partners.

- Experience working in Sudan, South Sudan, Ethiopia, or similarly complex and insecure operating environments.
- Experience using digital and mobile data collection tools, dashboards, and data visualization platforms in low-connectivity contexts.
- Strong report writing skills and experience supporting capacity building and knowledge transfer to national staff.
Knowledge of relevant local languages.
