The CVA/FSL Coordinator is responsible for delivering quality and timely implementation of the cash & voucher assistance, monitor the CTP process, coordination, and representation, and with support from Technical and Operations teams, to lead on sectoral assessment.
The CVA/FSL Coordinator is expected to work closely with the program team, MEAL, Finance, Advocacy & Communications, and Safeguarding teams to ensure quality and timely implementation of CVA operations.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

- Lead FSL/CVA assessments, in line with SC internal standards and processes, with support from CVA technical advisor: feasibility & risk assessment, FSL/CVA risk assessment, market assessments and need & vulnerability assessments.
• Coordinate with other SC thematic areas and other relevant external sector agencies, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of children’s needs and vulnerabilities.
• Working with the FSL Manager and other key members of the response team to develop FSL/CVA sector plans and master budgets and contribute to SC’s overall response objectives.
• Lead on the FSL/CVA sector plan implementation, focusing on identified and emerging risks, as well as prevention & response to violence for children and caregivers, referral pathways, coordination with relevant service providers, and the implementation of
international standards and best practices. - In close collaboration with the FSL & CVA Sector lead and the assistance of technical advisor from the sector; supervise the implementation of the cash transfer components of the projects.
• Ensure that SOPs are maintained up to date and disseminated internally across relevant stakeholders, ensuring that teams are clear about the procedures to follow, the timelines and their roles.
• Work with our Security and Safety department to develop and implement effective security procedures for our specific cash transfer programming activities, ensuring that these are updated and reviewed at regular intervals and that new programs are built around safety and security considerations.
• Ensure that the identified FSL/CVA risks are incorporated in the FSL/CVA program design and SoPs and that mitigation measures are put in place at program level to reduce such risks to an acceptable level.
• Ensure that FSL/CVA is effectively integrated into Protection programming, notably through effective referral pathways and protocols, appropriate calculation methodologies of transfer values, and the identification and mitigation of risks.
• Coordinate with finance providers so transfers can be properly and timely done.
• Work with the MEAL team for the management and update of the FSL/CVA program database of beneficiaries.
• Monitor FSL/CVA and humanitarian trends and propose program adaptations in a timely manner when relevant, focusing on identified and emerging risks, as well as prevention & response to violence for children and caregivers, internal/external referral pathways, coordination with relevant service providers, capacity building, and the implementation of international standards and best practices.
• Ensure strong accountability to beneficiaries by putting in place accountability activities, ensuring that feedback from all relevant stakeholders is considered in program design.
• Ensure that the humanitarian minimum standards are maintained in accordance with the Inter-Agency Standing Committees’ recommendations for CVA, the CALP Network, the Sphere Charter and Minimum Standards, and the Core Humanitarian Standards.

QUALIFICATIONS

- Education: University degree in Agriculture, veterinary medicine, animal production or a field relevant to agriculture and livestock.
EXPERIENCE AND SKILLS
Essential
- Experience:
- Minimum one years expeienc in CVA/FSL projects, management /or implementation, working with INGOs will be an advantage.
- Skills: Strong coordination and Communicate skills.
- Language Skills: Fluency in Arabic and good communication in English
Desireable

- Experience on working with MoPERs / FAO / WFP or other FSL/CVA partnars is an advantage
