Background:
The overall objective of the Child Protection Manager is to ensure, under the responsibility of the Project Manager and Head of Programs the implementation and quality management of TGH project activities related to child protection within the project framework.
In the course of undertaking his/her tasks, she/he represents TGH with professionalism, honesty and commitment and attempts at all times to maintain TGH’s professional reputation through the work implemented.
Duties and responsibilities:
Responsibilities and related tasks:
- Oversee the design, planning, implementation, monitoring, and follow-up of TGH Child Protection activities in the areas of intervention.
- Coordinate with partner organizations according to TGH partnership agreements whenever necessary and in coordination with his/her line manager.
- Activities implementation management, monitoring, and continuous improvement of Child Protection activities at the field level
à Related tasks:
- Plan Child Protection activities in coordination with the Project Manager and Head of Programs on a weekly and monthly basis according to priorities
- Ensure that the Child Protection strategy and global plan are implemented under the supervision of the Head of Programs.
- Carry out needs assessment upon request and be responsible for project monitoring and evaluation (M & E) supported by the Project Manager and MEAL Department.
- Co-operate in the supervision of partner organizations according to TGH partnership agreements or MoUs whenever necessary.
- Ensure that the construction, and distribution of items for Child Protection activities are done in close collaboration with the local authorities and representatives of line ministries responsible and that a distribution list is systematically signed by all the involved actors.
- In coordination with the State Council of Child Welfare (SCCW), deliver quality training to Child Protection actors.
- Work in close collaboration with the WASH team to ensure all engineering works related to WASH and Child Protection activities are conducted according to the expected quality and planning.
- Based on the regular needs assessment conducted on the field, identify gaps in terms of Child Protection, suggest relevant activities to cover those needs, and contribute to the development of concept notes for future funding.
- Work in close collaboration with administrative and logistics departments to ensure the most effective use of resources to achieve project objectives and overall project goals. This may include traveling or any other necessary arrangements for implementing activities, training, workshops, or community meetings.
- Assist with the preparation of budget forecast and monitor to ensure that project activities are delivered within the allocated budget, advising the Project Manager, and Field Coordinator immediately of any anticipated possible deviations from the budget.
- Facilitate awareness of PSEA (Prevention of Sexual Exploitation and Abuse) to affected populations and local communities, the standards of conduct expected of TGH staff and partners, and the various mechanisms for reporting abuse or concerns related to PSEA, including contact information.
- Ensures that TGH staff and partners respect and implement the Child Safeguarding Policy.
- Ensure implementation of FCRM (Feedback, Complaints and Response Mechanism) as directed by the Head of Programs and Project Manager.
- Team Management
à Related tasks:
- Supervise the Child Protection team at the field level, ensuring the respect of their job descriptions as well as TGH policies, code of conduct, and procedures.
- Conduct yearly evaluations for each Child Protection team member at the field level, as per TGH regulations.
- Organize and follow up on daily workers’ work and payments, ensuring respect for TGH policies, code of conduct, and procedures.
- Validate technically administrative docs (daily worker, overtime, etc.).
- Support and monitor TGH staff’s respect of the PSEA and Child Safeguarding guidelines.
- Coordination and Relations with local partners
à Related tasks:
- Ensure good coordination at the base level and participate in TGH internal meetings.
- Attend coordination meetings with external humanitarian partners, line ministries representatives, and/or HAC at the field level as requested by the Project Manager/Field Coordinator.
- Attend meetings with community leaders periodically to ensure that our intervention is beneficiary-focused, community-led,, and sustainable.
- Give the communities a sense of responsibility and ensure activities handover to communities aligned with Child Protection project objectives.
- Ensure that project beneficiaries and community members targeted have access to the TGH feedback complain mechanism in coordination with the Field Coordinator, Project Manager, Head of Program,, and MEAL department to provide adequate answers whenever needed.
- Ensure all programs are carried out within project timeframe, and partner and government agreement requirements and match with TGH’s internal procedures and guidelines.
- Material availability and related processes
à Related tasks:
- Forecast and plan Child Protection stocks required and raise Purchase Service Requests (PSRs) based on Child Protection needs at a base level (update the purchase plan and cash request).
- Follow-up requests and delivery of materials, stationaries, and equipment required for Child Protection activities, in coordination with the logistic team, and ensure that everything is present at the base before the start of the activity.
- Coordinate with administration regarding cash requests and expenditures.
- Reporting
à Related tasks:
- Ensure timely submission of monthly follow-up reports to the Project Manager/Field Coordinator, Head of Programs, and ensure the reporting accuracy.
- Present periodical Child Protection reports depending on the activities carried out and on TGH Coordination team requirements.
- Personal & staff capacity-building:
à Related tasks:
- Participate actively in training courses recommended by TGH, and ensure Child Protection capacity building to Child Protection team members with Project Manager support.
- Take a proactive stance to identify areas requiring capacity building and tailored training as appropriate.
Any other tasks assigned by the Management Team based on TGH activities ongoing that may require support during project implementation.
Minimum Qualification, Skills, and Experience Required:
Required knowledge and Skills
- BSc degree (in any field).
- Post Graduate diploma is a related field will be an asset.
- At least 4 years of professional experience in a job related to Child Protection.
- At least 2 years of experience in a managerial position.
- Demonstrated knowledge of the Sudanese Child Protection system.
- Previous experience in the humanitarian sector is required.
- Strong computer skills; good knowledge of Microsoft office pack.
- Ability to write and speak fluent English and Arabic.
- Excellent project management and planning skills.
- Strong leadership/team management skills.
- Excellent communication and reporting skills.
