Sudan is surrounded by complex conflicts in a volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high, and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services.
UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states. The Planning, Monitoring and Evaluation (PME) Section reports directly to the Deputy Representative – Programmes and works in close coordination with all programme teams and Field Offices. The section is responsible for the strategic planning, monitoring and evaluation, information management, reporting and implementing partnerships.
How can you make a difference?
Summary of key functions/accountabilities:
Under the direct supervision of the Chief Field Operations, the Programme Specialist will provide support on a range of programme and coordination issues, both in the field and at country office level. Her/his tasks will include but will not be limited to the following:
- Field Coordination Support
- Contributes towards the preparation of the field Situation Analysis by compiling data, analysing and evaluating information. Supports the preparation of status reports required for management from Field Operations, Board, donors, budget review, programme analysis, annual reports, etc.
- Organise, coordinate and document all meetings; specifically, responsible for organizing bimonthly Programme Information Meetings with FOs and sections. Manage related action point matrix, ensure circulation, monitoring and follow up with relevant persons to insure completion of identified issues.
- Undertakes field visits to monitor projects, as well as conducts periodic project reviews with field offices, counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation. Provides technical advice and assistance to field offices. Coordinates with Field Offices on issues related to supply and non-supply assistance and activities ensuring proper and timely UNICEF and government accountability.
- Together with Chief of Field Operations, Sections and Field Office staff, identifies training needs and objectives for the purpose of capacity building, project sustainability, as well as promotion and advocacy of field office staff. Liaise with Chiefs of Field Offices (CFO) on programme management, implementation and operational matters to identify potential gaps in staffing/operations/programmes and liaise with operations and programmes in Khartoum to ensure support where necessary.
- Support field offices in Emergency Preparedness and Response
- Monitor information received from FOs on local emergency and security situation to inform relevant persons and follow up with sections to ensure response.
- Work closely with Emergency Specialist/Emergency Officer to support field offices with emergency preparedness/contingency planning.
- Monitor emergency related gaps in the field, and liaise with relevant sections on the support need.
- PSEA, GBV, AAP field focal point
- Working closely with Child Protection AOR coordinator, and the CP and SBC sections, support developing strategy for implementation of PSEA, GBV and AAP at the field level.
- Monitors and coordinates implementation of PSEA, GBV, AAP in the field.
- Provide technical and capacity building support to the field on PSEA, GBV and AAP.

To qualify as an advocate for every child you will have…
- Master’s degree in social sciences, public administration, law, international relations, business administration or other related disciplines.
- Bachelor’s degree with two additional years of work experience may be accepted in lieu of a master’s degree.
- Relevant professional training in the relevant field is a strong asset.
- A minimum of 5 years of professional work experience in program/project management and coordination.
- A minimum of 3 years of professional work experience of humanitarian program/project management experience, including with multiple stakeholders.
- Understanding and experience working in PSEA, GBV, AAP is required.
- Experience in working with UN agencies (UNICEF experience preferred) at interagency level
- Experience collaborating across multiple functions and working with operational subject matter experts, technical resources and architecture teams.
- Excellent communication skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
- Experience in emergency contexts and the field is required. of relevant professional experience in Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
