Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan’s, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

The position will support the UNICEF Sudan Logistics Section in overcoming existing blockages being faced, resulting in several delays in payment of the service providers

MAIN DUTIES AND RESPONSIBILITIES

  1. Collaboration logistics and supplies long term agreement holders/ LTA with UNIECF and  warehouses, program sections, and implementing partners/ IP, to deliver effective  transportation services, to states, tucks or small consignment to offshore.
  2. Ensure timely payment to service providers for programs supplies and logistics services, by raising funding matrixes, request from program section, creating contract in the system Application and Products / SAP (Vision), and submitting the relevant invoices to finance unit for future payment procedures.
  3. Arrange the service provider and observe their performance and track the shipment status for the port of loading to the destination.
  4. High coordination with program sections of prepositioning of supplies, and allocating required funding, 
  5. Maintain up-to-date files for all Procurement Service transactions, including a system for monitoring the various stages of each transaction.
  6. Monitor the incoming pipeline of PS shipments. If required based on the division of responsibilities agreed in the Memorandum of Understanding (MoU) and Cost Estimate (CE), assist the arrival, customs clearance, storage, packing and in-country distribution of PS commodities to the agreed delivery point.
  7. Liaise with colleagues from respective programme sections in planning procurement and contracting initiatives, supporting development of relevant specifications, terms of reference, and logistics arrangements and timelines. From lessons learnt, contribute with good practices to strengthen sustainability of supply chains
  8. Prepares documentation for the establishment of Long Term Arrangements (LTAs) and act on specific procurement requisitions as might be required. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), as might be requested by the Supervisor. Assists with bid openings, and technical and financial analysis of offers as might be required. Conduct clarifications with suppliers

To qualify as a champion for every child you will have…

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, business administration, contract/commercial law, or another relevant technical field.
  • A minimum of 5 years of relevant administrative experience in supply chain management or a commercial context is required. Understanding of development and humanitarian work is an advantage
  • Fluency in English and Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset.

UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
