Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
As part of the 2018-2021 Country Program Document (CPD) signed with the Government of Sudan (GoS), joint work plans (GoS and UNICEF) are developed annually for the implementation of WASH Programme in the country in both developmental and humanitarian contexts. UNICEF WASH programme is part of the Child Survival and Development component of the CPD and aims at supporting the most vulnerable people with access to basic water, sanitation and hygiene services, while supporting community engagement, policy advocacy, systems strengthening and capacity building.
The government capacity at state level is inadequate to plan, implement and monitor the water supply upstream /sanitation and hygiene system with service delivery interventions of the joint Government/UNICEF joint WASH programme at state levels which has a clear negative implication on the successful implementation of the programme. A state water supply/ sanitation consultant is urgently needed to support the programme planning, implementation and monitoring at state levels.
– Under the guidance of the WASH Officer/specialist support the implementation of the joint GoS-UNICEF workplan activities to achieve the planned targets;
– Support SMoH and the State Water Corporation (SWC) in the endorsement and implementation of State ODF road map and the SDG-6 plan;

– Support the WASH Section in conducting assessments/surveys including participation in joint missions, data collection, analysis and reporting;
- Assess capacity building needs for WES, SMoH and NGO partners at state and locality level in collaboration with the supervising WASH Officer design needed support including the conduct of trainings to build partners’ capacity on water, sanitation and hygiene promotion;
– Provide technical support to the MoH sanitation unit staff at the locality level to implement the ODF Road map and SDG6 Plan;
– Support the organization and coordination for the consultative and validation workshops in the state such as institutional Capacity assessment, launching of state ODF roadmap…etc.;
– Support MoH, SWC/WES & other agencies in the successful application of Community approaches such as CLTS (Community Led Total Sanitation) and CMOM (Community Management of Operation & Maintenance) in the implementation of WASH interventions.
– Support the Field Office in the identification of human-interest stories or voices from the field demonstrating the impact on the vulnerable population. Also identify and draft case studies documenting success/ failure of WASH interventions, as part of learning for the WASH sector;
– Participate in WASH related meetings, coordination forums, committees, joint assessments and any other meetings as required by the Field office.
Deliverables: Monthly progress updates on WASH output indicators for the field office and progress towards planned targets (11 reports), Assessment reports and data analysis reports (11 reports), Etool reports (11 reports), Communication products (2 products), Meeting minutes (5 minutes).
To qualify as an advocate for every child you will have…
- A university degree (Bachelor’s or higher) in Public Health, Sanitation and Hygiene, water resources.
- A minimum of 5 years professional management and implementation experience in the field of water, sanitation, and hygiene.
- Knowledge of the latest developments and technology in low cost water, sanitation, hygiene promotion, and capacity building.
- Strong negotiating, communication and advocacy skills
- Computer skills, including various office applications.
- Ability to work and live in difficult environment
- Fluency in writing, reading, and speaking English and Arabic.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
