Org. Setting and Reporting
The position is located in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The United Nations Security Council adopted resolution 2524 (2020) authorizing the mandate of UNITAMS which is to assist the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace; support peace processes and implementation of future peace agreements; assist peacebuilding, civilian protection and rule of law, in particular in Blue Nile and South Kordofan (the Two Areas) and Darfur; and support the mobilisation of economic and development assistance and coordination of humanitarian assistance.
The position is based in Khartoum. Within the delegated authority, the incumbent will report to the Chief of Mission Support.
Responsibilities
Within the limits of delegated authority, the Aviation Safety Officer will be responsible for performing the following duties:
• Participates in the development and implements the Mission Aviation Safety program (MASP).
• Participates in the development of the Aviation Emergency Response Plan and ensures that it is communicated to all officials concerned.
• Supports the coordination and organization of Aviation safety drills and exercises required by the Mission Aviation Safety program (MASP).
• Monitors the Integration of Aviation Risk Management into aviation activities.
• Develops quarterly Risk Assessment Indicators and analyses the level of safety of aviation activities within UNITAMS.
• Conducts all Safety Assurance activities to include monitoring and measuring the Safety Performance Indicators (SPI’s), Management of Change, and Continuance Improvement.
• Proposes the required corrective and preventive measures, develops aviation safety recommendations, and communicates them to the officials concerned.
• Investigates aviation occurrences involving UN air assets and observed hazards related to aviation activities, compiles reports, and analyses statistical data.
• Participates, as a UN representative, in the investigation of incidents involving UN air assets and equipment.
• Identifies, analyses, and monitors trends that affect the safety of UN aviation activities.
• Participates in initial aircraft inspection and participate in the performance evaluations of civilian air operators and military aviation units.
• Conducts safety surveys of airfields and helicopter landing sites.
• Maintains the aviation safety database and ensures that information is recorded in accordance with the established procedures and deadlines
Monitors and reports to mission management DPKO/DFS Environmental and ensures Waste Management policies are adopted in the areas of aviation operations.
• Provides safety briefings to personnel involved in UN aviation activities.
• Promotes aviation safety awareness within UNITAMS.
• Organizes and conducts Mission Aviation Safety Council meetings.
• Develops inputs for aviation safety budget.
• Draft safety bulletins, newsletters, and consolidated reports.
• Coordinates with other UN agencies and host country civilian and military aviation authorities on aviation safety matters.
• Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Air Transportation, Aviation Safety Management, Aerospace/Aeronautical Engineering or Air Traffic Management, or graduation from the equivalent military educational establishment is required.
A first-level university degree with a relevant combination of education, professional training, certification in aviation safety, and two (2) additional years of work experience in air transportation-related occupation, may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible experience in air transportation, air traffic control operations, aviation safety, or aviation engineering, with at least one (1) year at the international level is required.
The candidate must have held, at least, one position as an Aviation Safety Officer.
Training as a Commercial Pilot or a Flight Operations Officer/Flight Dispatcher, or an Air Traffic Controller, or an Aeronautical/Maintenance Engineer, or equivalent military qualification is required.
Training and certification in safety management are required.
Expert knowledge in the technical field of aviation safety management and accident investigation and prevention and experience in the use of ICAO standards and recommended practices is desirable.
Experience in international operations in a post-conflict environment is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
