VSF Germany, Sudan office is an international Non-Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance.  In the region, VSF Germany implements activities in Sudan, southern Sudan, Kenya, Somalia, and Ethiopia. With support in animal health, agriculture, marketing, and food security but also with developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthening livelihoods of pastoralist communities. VSFG Sudan office is seeking a qualified person to fill the following position.

Position:           Finance officer 
Report to:         Finance Manager 
Location:          Red Sea   State – Port Sudan  office    with frequent travel to the VSFG field offices
Duration:          9 months subject to renewal based on performance and Fund availability 
Gross Salary:   range between 1000- 1200 USD subject to an experience & subject to all statutory deductions

Financial Management:

  • Provide controllership function in order to ensure that financial policies and procedures are in accordance with VSF G and donor requirements. 
  • Monitor and control field cash and bank accounts of VSF G to ensure prudent operations. 
  • Assist in annual audits and projects specific audits by arranging and maintains documents. 
  • Manage the payment process for goods and services required and received for the benefit of the organization and that such payments are properly analyzed and recorded in the relevant books of accounts and that the best terms are received.
  • Ensure the completeness, accuracy and recording of all cash receipts by the projects.
  • Manage and control budgets and expenditure.
  • Provide financial, logistic and admin support to the projects and partners.
  • Reviews and assesses the day-to-day financial needs and ensures adequate and timely replenishment of fund.
  • Manages the petty cash and controls cash in safe, bank and cash book.
  • Posts transactions into the accounting system and ensure proper charging to projects and budget lines.
  • Manages contracts with Third party and supervises services rendered to project.
  • Reconcile bank books with bank statement and conduct cash count regularly.
  • Scan all finance documents Ensure the scanning is complete and all vouchers are stamped with PAID stamp before scanning.
  • File all documents related to finance.
  • Send monthly finance report with all supporting documents to country office finance timely.
  • To meet all deadlines for all given tasks as set by supervisor.
  • Any other duties assigned by the supervisor which is relevant to this Position.
  • Process Payments
  • Prepare payments and journal vouchers and ensures adequate supporting documents for all financial transactions.
  • Reviews all vouchers to ensure validity of payments.

Financial Reporting:

  • Produces accurate financial reports to specific deadlines
  • Ensure that financial reports are timely and accurate and are in accordance with the International Accounting Standards and the INGO and donor requirements. 
  • Ensure that statutory reports are prepared, shared with management team and submitted in a timely manner.
  • Monitor and provide information and guidance to the staff on projects expenditure and Donor reporting according to signed contractual obligations. 
  • Risk and Management:
  • Prevent financial loss due to fraud or error by ensuring that assets are safeguarded and closely monitored and maintained through adequate internal control systems.
  • Ensure adequate insurance of all Country Office premises, furniture, machinery, equipment and any other quantifiable assets.
  • Ensure that the Country Office complies with all legal, regulatory, and audit requirements, including submitting accurate and timely relevant reports to relevant bodies as stipulated by law or agreements. 
  • Ensure safekeeping of all sensitive documents e.g. used cheque books/leaves, log books, LPO book etc. 
  • Responsible for maintenance of the financial records of the Country Office in cooperation with the International Finance Manager at Regional Office.
  • Responsible for the prudent management of all credit control and financial management of personal loans, working float loans and advances to staff as well as informing the staff and their line managers on any balances outstanding.

Minimum Qualification, Skills and Experience Required:

  • A Bachelor’s degree in Finance, Accounting, Commerce or Business administration in +9
  • A minimum of 3 years of relevant working experience in the field of finance, Accounting and administration.
  • Well-developed Information Communication and Technology (ICT) skills with hands on experience with computerized accountings applications.
  • Conversant with donor funding regulations (USAID, OFDA, SHF) are added advantage.
  • Knowledge of computer applications and financial accounting         
  • Fluency in English/Arabic speaking and writing
  • Excellent skills of operating Microsoft word and excel spreadsheet
  • Experience of using accounting software
