STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. A first level university degree in a related field is desirable.

Experience: Minimum Five years of relevant work experience in Programme.

Language: Fluency in both oral and written communication in English & Arabic.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Collect data on food security, market prices, and related socio-economic indicators on regular basis at Country office and Area Office level.
  2. Monitor key food security variables in the State/Region (rainfall, crop cultivation and production, availability of agricultural and off-farm employment, coping mechanism, availability of pasture and water for livestock, terms of trade, livestock condition, disease outbreak, security condition, conflict over resources, trade flows, livestock migration routes, economic development, government policy and programs,  
  3. Maintain VAM food security database for Area offices, by ensuring data accuracy, regular synchronization/updating of central VAM Sudan database.
  4. Regularly compile and archive locally available secondary data and information, documents and reports on food security and nutrition and submit copies to the country office/ Area Office VAM Officer/ Focal Point and the Head of Programme.
  5. Lead/participate in market assessments including market functionality index (MFI) to inform cash-based interventions.
  6. Support in building the capacity of relevant counterparts to conduct vulnerability analysis, mapping and needs assessment independent of the WFP and INGOs.
  7. Assist in building partnership with other stakeholder and promote inter-agency coordination in conducting assessments and information sharing as well as analysis.
  8. Coordinate and follow up on development and implementation of Letters of Understanding (LOUs) with the various government counterparts at the state and federal level towards the implementation of the Food Security Monitoring Systems (FSMS) and Comprehensive Food Security & Vulnerability Assessments (CFSVA);
  9. Participate, coordinate and/or lead food security assessments including Emergency Food security Assessments (EFSAs) and Rapid Needs Assessments (RNAs);
  10. Support targeting of residents in the field and area offices.
  11. Support profiling activities in area offices, including data collection, Complaints & Feedback Mechanism (CFM) analysis and reporting.
  12. Perform other tasks and duties as assigned by the head of VAM or his/her designee.
