BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As part of Sudan CSP 2019-2023, WFP offers an integrated package of programmes responding to immediate and protracted crises while seeking coordinated approaches to improve nutrition, strengthen resilience and support the Government of Sudan and partners in paving the way for sustainable results. Key programme activities include life-saving food assistance (in-kind food and cash-based transfers, including through FFA, School-Based Programmes, Nutrition as well as Productive Safety Nets and Post-Harvest Loss reduction.

The CP Management Section within the Programme Unit is a crucial part of WFP Sudan for managing effective and efficient partnerships with a significant number of cooperating partners. In addition to managing the technical quality of Agreements, the Programme Policy Officer in the CP Management unit is expected to provide leadership, training and mentoring to national staff under her/his supervision as part of a long-term capacity-strengthening effort across WFP Sudan.

ACCOUNTABILITIES AND RESPONSIBILITIES:

  • Providing guidance in the process of CP management for all the units, ensuring all the review and due diligence processes have been followed in line with corporate guidance.
  • Supporting the process of CPC (Cooperating Partners Committee) and providing key information to the forum on all aspects of partnerships.
  • Oversee implementation of SOPs for CP management and updating/revising based on new changes/corporate guidelines.
  • Supervising the CP management team to ensure all the Agreements are prepared correctly, entered into corporate systems and managed in line with the SOPs.
  • Contributing to the adoption of the UNPP (UN Partners Portal) for the registration, identification and selection of cooperating Partners. Additionally, providing training and orientation to other units, Field offices and CPs on the UNPP process.
  • Providing support to technical units on budget negotiations with CPs. Preparing analysis of various FLA budgets in order to harmonize the process.
  • Reviewing and finalizing the Call for Proposals (CFP) received from technical units and circulating it to the potential NGOs for proposal submission while ensuring the given timelines.
  • Acting as a primary focal point for Cooperating partners, providing feedback to the NGOs on the outcome of their proposals.
  • Providing technical assistance and guidance to the technical units and Field offices on the mid-year and end-of-the-year performance assessments, ensuring timely completion of the process, and maintaining a database of the results for review by CPC during FLA extensions and renewal process.
  • Together with the Finance, Supply chain units and other units, coordinate and participate in CP compliance verification exercises, ensuring drafting and submission of reports to management.
  • Work closely with the Risk unit to ensure the end-to-end CP management process complies with corporate guidelines, policies and procedures.
  • Support the capacity strengthening of CPs and WFP Field offices and technical units’ staff on CP management processes including, partnership process, budgeting, proposals, capacity assessments, performance assessment, and reporting, developing required training materials for their future reference and consumption. 
  • Provide information and reports on partnerships for program and management briefings taking points reports and ACR. 
  • Guide to support staff, act as a point of referral, and assist them with analysis and queries related to FLA management. 
  • Any other assigned duties. 

Education: Advanced University Degree in Social Sciences, Development Studies, International Affairs, Law, Accounting or auditing or First University Degree with additional years of related work experience and/or training/courses.

Experience: 3 years with an advanced university degree & 5 years with a first university degree should be a supervisory level. 

Desired experiences: Has experience working across diverse programme areas, including planning and implementation; experience in leading teams; programme experience at all levels from grassroots to management engagement; Audit experience, Ability to develop and maintain relationships with a variety of stakeholders, professional demeanour toward internal and external partners and stakeholders; Appetite for exploring and experimenting with new ideas and approaches. 

Languages:

Fluency (level C) in the English language and the duty station’s language.

Knowledge & Skills:

Must have strong organizational skills with an ability to work independently, as part of a diverse team, work and to take an idea from theory to practice. 

Have ability to work systematically, use initiative, good judgement, and to communicate complex matters both orally and in writing; proven ability to work in a team environment and achieve common goals. 

Have Training and/or experience utilizing computers, including word processing, spreadsheet, project management and other standard WFP software packages and systems  

Ability to work independently in a timely and organized manner. 

Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment. 

Must have experience in supervising teams
