WFP Sudan has the potential to reach millions of food insecure people across Sudan – with a total of 4 million people assisted in 2018. WFP Sudan, one of the largest and complex operations for WFP globally, is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).
BACKGROUND AND PURPOSE OF AASIGNMENT
Climate change compounds food insecurity and malnutrition by exacerbating shocks and negatively impacting land and water resources. Climate-related shocks disproportionally impact the most vulnerable people, the majority of whom living in fragile eco-system.
WFP’s work on climate change and climate risk management focuses on enhancing the resilience of food insecure communities and countries, helping them adapt to the impact of climatic events. Globally, about 40 percent of WFP’s operations already include activities related to responding to climate disasters, reducing disaster risk and helping communities adapt to the effects resulting from climate change. WFP is developing and testing innovative to help communities and Governments manage disaster risks in a more effective and efficient manner.
WFP Sudan has received funding from the AU’s African Risk Capacity (ARC), an integrated sovereign drought insurance solution for member states. The ARC Insurance pay-out is undertaken to national governments when a drought of a certain magnitude is measured using African Risk View (ARV) satellite monitoring crop models and prior levels of food insecurity. Globally, WFP has partnered with ARC and implementing similar activities, with emerging lessons coming out showing climate risk insurance coverage can be an efficient and effective approach to support countries affected by natural shocks.
KEY ACCOUNTABILITIES/RESPONSIBILITIES
Under delegated authority, the role of the Expert will be to provide effective oversight and leadership for planning, coordination, implementation and monitoring the ARC Replica and micro insurance project in Sudan.
Specific tasks include:
- Initiate the planning and implementation of ARC project in Sudan starting from setting up agreements (MOUs) with relevant national stakeholders;
- Lead the technical aspect of the project by developing, refining and managing the implementation of WFP ARC Replica Operational Plan in Sudan and its execution, in close coordination with RBN and HQ;
- Support the collaboration with ARC and relevant research institutes in the process of development, testing and customization of indices (parameters) used in the drought insurance policy
- Support capacity strengthening of WFP units including in the field and relevant stakeholders on insurance and disaster risk financing by developing a capacity strengthening workplan, conducting or organizing relevant training, and participating in field missions;
- Liaise with RBN and HQ units (e.g. Legal, VAM/M&E etc.) to support the compliance checks of the insurance policies;
- Reporting, monitoring and evaluation, including support on documenting lessons learnt and best practices;
- Information sharing with other CO’s engaged in climate risk management activities and support communications with partners as required;
- Any other related duties as required
KEY DELIVERABLES:
- Annual workplans and budgets prepared/updated
- Operation Plan is developed implement the micro insurance programme
- All relevant agreements are signed with partners for implementation of activities and development of partnerships
- A capacity strengthening plan is developed and related activities initiated.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree, or University degree with experience and training/courses in one or more of the following disciplines: insurance/finance, climate change adaptation, environmental studies, agriculture and food security, development studies or related area. Index Insurance skills will be an added advantage.
Experience:
Five years post graduate, progressively responsible, job related experience in climate change adaptation, disaster risk reduction, food security, policy and/or, disaster risk finance or related area.
Experience working with national entities in implementing climate resilience programmes.
Language:
Fluency (level C) in English and Arabic are required.
Knowledge and skills:
Knowledge or experience in climate risk management in Africa and/or macro and micro insurance policies desirable.Knowledge of WFP financial regulations; and rules and WFP policies and procedures in is desirable.Food security and multi-sector programme knowledge and experience are desirable.Knowledge of research methods and monitoring and evaluation standards;Excel, Word, PowerPoint, Data Analysis skills. |
