The Sudan Country Office (CO) is recruiting a Risk Officer to fill a new position that will be responsible for proactively managing complaints and allegations of fraud and corruption, provide relevant trainings and oversight on implementation of reassurance action plans. The Risk Officer will develop and implement fraud incident management procedures and tools to support end-to-end coordination, trend analysis and recommendations for control strengthening actions, and manage all internal and external reporting requirements. The successful candidate is a self-starter with experience in fraud prevention, case management and risk and compliance with a UN agency. The selected candidate will be onboarded for an 11-month appointment. Regular travel to WFP field offices is expected for this role

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. Develop risk incident management standard operating procedures and guidance for the Country Office, with protocols for escalation (from field offices, from CO to OIGI, etc.). Disseminate SOPs and guidance to field offices through training.

2. In consultation with management and field offices, support case management requirements for all issues related to fraud and corruption, including follow-up with relevant functions and field offices, or other entities as appropriate to collect facts related to each incident and report/escalate to relevant functions as per WFP rules and regulations.

3. Maintaining an incident tracker to extract information to create incident reports for appropriate audiences.

4. Work cross-functionally with staff and management to develop mitigation measures that seek to address the immediate issue/concern, and further strengthen processes or controls aimed to prevent the issue from recurring in the future.

5. Closely coordinate with the CO External Relations Unit to ensure that donors impacted by incidents are identified and notified of critical incidents impacting their awards promptly. Together with the External Relations Unit, ensure that donor reporting requirements are adhered to, and required reporting templates are fully used to provide notifications.

6. Support management in the coordination of country office assurance plans implementation and reporting and end-to-end reviews of controls/vulnerabilities.

7. Support the promotion and dissemination of the 2021 Revised Anti-Fraud and Anti-Corruption (AFAC) Policy and WFP’s adherence to Zero Tolerance for Inaction, including assisting managers in their fact-finding reviews and fraud risk assessments.

8. Collect information/training needs (especially fraud risk management) and prepare and lead training programmes or information sessions for colleagues and partners to enhance

understanding of risk management and compliance with WFP policies, rules, regulations and procedures.

9. Support the collection of feedback and data on risk performance and contribute potential new implementation approaches.

10. Support the discussion with functional experts and risk management focal points on identifying trends and emerging issues; contribute to the preparation of guidance and/or checklists in conformity with WFP policies and rules on periodic risk and/or control assessments.

11. Contribute to management accountability across functional units, including through the preparation of comprehensive reports summarizing the status of compliance with internal controls, key oversight themes, and using risk information (e.g., risk indicators, incident reporting) to highlight areas out of risk appetite and contribute ideas on required actions in areas of risk and compliance vulnerability.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

12. Knowledge of governance, organizational structures, strategy and major initiatives of international organizations.

13. Experience in programme/project management.

14. Has led risk analysis and risk mitigation strategies development and/or implementation.

15. Practical knowledge and experience in fraud and corruption, incident and loss management in humanitarian and development contexts, and a demonstrated capacity to deliver high-quality work and meet demanding timeframes independently.

16. Has conducted monitoring and reporting activities, and knows results hierarchy, performance metrics and measurement.

Education: Bachelor’s degree in audit, law, business/public administration, finance, international development, or another relevant field.

Experience: At least 3-5 years of relevant professional experience in a humanitarian or public sector organization in one or more of the following areas: programme operations, supply chain management, risk management and fraud prevention, internal audit, investigations, or similar roles. Previous working experience in Sudan is an advantage.

Language: Fluency in English with strong English writing skills. Fluency in Arabic is highly desired.
