ZOA is an international non-governmental organization with its head office in the Netherlands. ZOA has been working in Sudan since 2004. Its current focus is on post-conflict recovery and rehabilitation and ZOA operates programmes in North Darfur, East Darfur, South Darfur, and Gedaref State, covering the sectors of food security and livelihoods & Economic Development, Integrated Water Resources Management, and Education.


ZOA Sudan is looking for:

MEAL Officer for the Integrated Food Security & livelihood Support (IFSLS) Project:


PURPOSE OF THE POSITION
The Monitoring, Evaluation, Accountability and Learning (MEAL) officer will be responsible and contribute to strengthening and ensure timely data collection, management and reporting of IFSLS Project as well as of other projects implemented by ZOA in Gedaref and Kassala State localities.


The position requires extensive and continuous communication and feedback with beneficiaries, partners, local authorities, concerned technical offices at locality and state levels.


The position will be for around 12 months, including 3 months’ probation period, subject for renewal, depending on performance and continuity of funding.

MAIN RESPOSIBILITIES/ ACTIVITIES:

• Ensures MEAL plans for IFSLS, as well as for other ZOA complementary projects are in place.
• Provides technical support to IFSLS  and other ZOA project teams on better understanding of indicators and data management elements
• Ensures timely collection/receipt and review of data collected by various program stakeholders including community level committees; implementing partners, producer associations and networks , technical departments, public  authorities, program staff, etc.
• Develops, reviews and maintains updated program databases for easy retrieval of data for reporting and decision making
• Leads regular entry of different project data into databases and ensures data is up to date as per implementation plans and indicators tracking tables
• Supports and takes the lead in project evaluation and operation research activities by facilitating field data collection, data management, reporting and information sharing accordingly as delegated by the supervisor
• Supports project and other ZOA and partner staff in preparation of monthly, quarterly, annual, and any other ad hoc reports by availing data in a timely manner
• Support in the development of the MEAL related components of reviews, concepts, assessments, proposals, etc.
• Supports other ZOA Sudan programme’s learning and  operation research data activities.
• Conducts verification and validation of data through planned routine data quality assessment (RDQA) visits, or during monitoring field visits in collaboration with other ZOA MEAL and program team members
• Supports in data analysis and feedback dissemination
• Ensure complaint reporting and handling mechanisms are functional and CFRM data is monthly and quarterly reported
• Liaises with other staff (as relevant) to ensure that lessons learned and recommendations from MEAL are well captured, documented and fed back into programming
• Participates in MEAL capacity building at the Programme area in collaboration with the ZOA Sudan MEAL Experts
• Takes up any other responsibilities as assigned by the Supervisor.

Authority
The successful candidate will be full-time employed by ZOA, as the MEAL officer. His / her authority will be according to ZOA policies and procedures for similar positions.

Minimum Qualification, Skills and Experience Required:

Competencies:

• A graduate degree holder in M&E, Records management, Social work or other relevant domains.
• Field experience on operational management and/or MEAL of humanitarian programs coordination, WASH, Food Security & Livelihoods, Education, etc. will be an added advantage.
• Good knowledge and experience in MEAL work for FSL projects, Civil society strengthening projects, promoting value chains and Agro businesses projects, , etc.
• Minimum of 3 years of solid MEAL experience.
• Good capacity of strategic humanitarian context analysis.
• Has excellent analytical and critical thinking skills and pays close attention to detail.
• Possesses strong interpersonal skills and well as good written and verbal communication skills.
• Gender & context sensitive.
• Open and decisive attitude
• Result-oriented in a team approach
• Proactive, focussed and able to accomplish tasks with little or no supervision.
• Capable of managing normal work related stress.
• Self-motivated and able to work for long hours to meet reporting deadlines.


Skills/Attitude

• Strong MEAL technical experience supported with different data collection tools, such as KOBO collect, SPSS, and other software.

SPECIAL WORKING CONDITIONS
• At least 50 % of time required for travel to programme locations in Geadref & Kassala States.
• High flexibility to work on weekends, holidays and after office hours when required.
