ZOA is an international non-governmental organisation with its Head Office in the Netherlands. ZOA has been working in Sudan since 2004. Its current focus is on post-conflict recovery and rehabilitation and ZOA operates programmes in North Darfur, East Darfur, South Darfur and Gedaref State, covering the sectors of food security and livelihoods & Economic Development, Integrated Water Resources Management and Education

PURPOSE of the POSITION:

To provide technical and management support in developing, implementing, monitoring and evaluation of IFSLS project activities in the target project villages/ clusters in Refi Wad Al Hilaiw  and Kassala. 

The position will be for around 12 months, including 3 months’ probation period, subject for renewal, depending on performance and continuity of funding.

The Roving Food Security and Livelihood Officer will perform the following duties:

  1. Actively liaise with, raise awareness of, sensitize and mobilize project beneficiaries and stakeholders to engage and participate in and contribute to implementation of project activities.
  2. In consultation with the direct supervisor and with support from the MEAL officer, carry out needs assessments, consultations, case studies, information collection and validation tasks, training and mobilization activities as deem necessary.
  3. Oversees planning and implementation of  project activities assigned to ZOA and its local partners and provide guidance and technical support to ensure timely and quality results.
  4. Works closely with the concerned government technical and governance bodies to prioritize, plan and support implementation of suggested project activities in the target locations.
  5. Assesses  and supports capacity building of community-based organisations and institutions, such as small producer associations, networks, IGAs, entrepreneur groups, etc., in collaboration with other project  team members, consultants, etc.
  6. Develops and facilitates implementation of plans, in collaboration with target groups and relevant stakeholders, for engagement with input and service providers, insurance and financing entities, active actors in value chain and value addition sectors, markets, decision and policy makers, etc.
  7. In collaboration with small farmers’ networks, technical experts and other team members, identify and support value addition business ideas of entrepreneurs using competitive approaches.
  8. Prepares and monitor utilization and revision of  the project activity budgets.
  9. In collaboration with beneficiaries and stakeholders establishes and maintains effective information – sharing, complaints and feedback mechanisms.
  10. Prepares and coordinates visits and missions by different stakeholders to the project areas / activities.
  11. Monitors and documents project progress, success stories, challenges and efforts to overcome them and shares the information with supervisors, beneficiaries, partners and other concerned stakeholders.
  12. Represents the project in events, forums and activities as requested by the supervisor.
  13. Provides written reports to the Project Manager Âbased on agreed schedule and timelines.
  14. Performs other tasks assigned by the supervisor.

AUTHORITY:

The Roving Project Officer -FSL is accountable to the Project Manager.

Community leaders, small farmer associations and networks, CBOs, CSOs, etc.

Local government, local partner, private sector, technical departments, etc.

Any other stakeholders in project implementation at community level.

Internal

Project manager is the supervisor and coach.

Local partner staff in the locality.

Other project staff in as required.

Minimum Qualification, Skills and Experience Required:

COMPETENCIES:

  • BSC in Agriculture, rural development, economics, or other relevant field.
  • Minimum working experience of  3 years in FSL projects, preferably in Kassala State localities.
  • Proven experience with assessments, case studies, consultations, civil society engagement, documentation of success stories, good reporting, etc.
  • Project cycle management (PCM) / Project budgets
  • Community mobilization /working with community-based organizations
  • Community participation in design, implementation, monitoring projects
  • Good spoken and written command of English
  • Excellent spoken and written command of Arabic
  • Good reports writing skills 
  • Decent Computer skills
  • Familiarity with Wad El Hilaiw locality is a plus.

The candidate will subject to Membercheck /COTER procedures, which is against Government Sanction lists to verify that the candidate is not on any of these lists. This counter-terrorism check is a requirement of Donor Government Regulations and is therefore an important part of an employee’s ability to fulfil his/her employment requirements before signing the Employment Contract with the Organization.

WE OFFER: The salary scale for this position is ranged between H 3-807 – H 5 -893 USD per month based on experience and qualifications.
