Background
Assist in the development of project plans, objectives, and timelines. Monitor program progress against established milestones and deliverables. Track key performance indicators and evaluate program outcomes. Maintain accurate and up-to-date program documentation, including project files, records, and reports.
Duties and responsibilities
•Take responsibility for the identification, planning, implementation, and monitoring of all projects in the designated state
•Support the partners to identify, plan, implement, monitor, and evaluate all projects in the state.
•Maintain and update the project database in cooperation with the project team;
•Prepare information tables and charts from the databases, upon request, to be used for preparing project reports, business development…etc;
•Take part in or take the lead in assessing needs, conducting surveys and evaluations in the field offices from the planning stage to implementation, analysis, and writing the reports.
•Participate in all coordination meetings and clusters as instructed by the APM. Program management and implementation
•Take responsibility for planning, implementation, and monitoring of all projects in the designated state
•Prepare the weekly, monthly, quarterly, and annual project plans.
•Take responsibility for the planning and implementation of all projects in the state
•Contribute to the development of proposals and concept notes based on the needs of the communities.
•Coordinate the routine work of community mobilizers and field officers
•Provide management support to the Area Programme Manager on assessment, planning, and managing of the project.
•Maintain regular communications on program work to the Programme team and Programme Manager.
•Monitor regularly the activities and achievements of all projects in the state
•Make field trips to meet and discuss with the communities about their development issues and humanitarian needs
•Write clear and comprehensive monthly, quarterly, and annual reports to the Area Programme Manager covering the progress of all projects funded by different organizations.
•Took the lead in planning the routine activities undertaken in all projects and
•Chair or participate in weekly, monthly, quarterly, and annual program planning meetings.
•Compile essential baseline data collected by community mobilizers and field workers.
•Participate and represent MAS in all coordination meetings with other agencies and line ministries.
•Assist the community mobilizers (CMs) and field officers in identifying their training needs.
• Organized and conducted relevant training, workshops & inter-community exchange visits.
•Implement quick impact surfaces such as Qurbanic and Ramadan projects.
•Build the capacity of community mobilizers field officers and communities.
•Train staff and community committees in participatory hygiene and sanitation transformation (PHAST) methodology and carried out sanitation and hygiene campaigns in the target communities.
•Construct appropriate model latrines and mobilize communities to construct their own latrines, and garbage pits and to carry out sanitation and hygiene awareness campaigns cleaning canals and surrounding environments.
•Conduct data collection on the reduction of rainfall as a result of climate change and traditional community-based coping mechanisms to reduce the negative impacts on the lives and livelihoods of rural communities.
•Carry out institutional assessment and identify gaps for capacity building to deal with environmental changes. Program Coordination and Development
•Follow up the project’s correspondences in CO with the relevant departments inside MA or with other parties;
•Participate in the sector cluster meetings and share feedback with the relevant MA staff;
•Coordinate with relevant parties (ministries and humanitarian organizations) to collect required data for business development and writing concept notes/proposals;
•Follow up status of the submitted CNs and proposals to donors/funders;
•Manage the small-scale projects in the CO area (Khartoum State);
•Team member for writing project concept notes and proposals to donors;
•Working closely with the field team to advise the senior management of issues affecting project implementation.
•Support the project implementation process and forward the required strengthening actions as appropriate in close consultation with the management. Reporting and Documentation
•To maintain an archive of all program/project documents/files in CO i.e. project proposals, agreements, contracts, MEAL reports, progress reports…etc. (hard and soft copies).
•Prepare and/or review all project reports, especially the reports shared with donors and HQ.
•Create a reporting calendar for all programs/projects and circulate it with the relevant staff. Partnership
•Create a database for the potential local partners by highlighting the geographical working areas, sectors they are professional in, previous experience and profile…etc;
•Lead the process for preparing Technical Agreements, MoUs, due diligence…etc;
•Maintain regular communication to ensure consistent relationships, up-to-date information, and ongoing two-way feedback is being provided and received.
Minimum Qualification, Skills, and Experience Required
Qualifications:
•A relevant degree preferably a master’s degree in one of the MA’s sectors (food security, sustainable livelihoods/economic growth, nutrition, health, WASH, education, DRR/Resilience, etc.
Experience & knowledge:
•At least 5 years of previous experience in implementing programs or projects in the state.
•At least 3 years of proven experience in managing large multi-sector projects.
•At least 2 years of proven experience in writing winning proposals and concept notes.
•At least 3 years of proven experience in participating in coordination forums and clusters and building effective relationships with the various stakeholders.
•At least 3 years of proven experience in conducting high-quality multi-sector needs assessment.
•Experience in managing multi-donor, multi-site programs (Institutional Donors and UN agencies such as WFP and UNHCR.
•At least 3 years experience in writing donor reports to institutional donors Skills and Abilities
•Proven project management skills at the senior level
•Good monitoring and evaluation skills
•Demonstrated ability to set up learning and development processes for a large team.
•Proven ability in mentoring and coaching
•Ability to write clear and well-argued assessments and project reports.
•Excellent communication skills
•Politically and culturally sensitive with qualities of tolerance, respect for diversity, patience, tact, and diplomacy
•The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
•Strong language skills in English and Arabic
