Ensure the follow-up and management of patients (MSF beneficiaries) in need of referral to a second or third level health facility, in accordance with the project referral policy.
Duties and responsibilities:
- Ensuring that all referrals are approved according to the patient referral criteria established by the project. Evaluate each referral proposal and validate according to agreed upon criteria.
- Ensuring the management of patients referred .
- Together and in coordination with the project team and the logistics department, organizing the movement of patients, guards and accompanying medical staff (when necessary).
- Referring/accompanying the patient to the most appropriate hospital, according to the patient’s pathology and the competencies/specialties of each of the selected structures and according to the project referral policy, to ensure the best possible care.
- Ensuring regular monitoring of the patient’s progress, with regular visits to the health facilities, and discussions if necessary with the staff, making sure that the treatment is given and the diagnostic tests are performed within the established criteria;
- Ensuring that MSF patients do receive timely their treatment (are not being kept unnecessarily )not hang around in the chosen hospitals for no logical reason in order to avoid additional costs for MSF
- Informing the MAM/MTL in the project in case of difficulties in management.
- Taking care of administrative issues related to referrals (completion of patient files, counter-referrals, per diem, invoice control, appointments, etc.).
- Ensuring the regular update of the referral table, and send them on a weekly basis for a good follow-up of the evolution of referred patients.
- Ensuring that the counter-referral file is sent to the projects once the patient is discharged from the health facility.
- If necessary, supporting the department in other areas related to patient management (sending samples, tracking specific drugs with the Ministry of Health and others).
- Maintain good communication between referral hospitals and MSF –OCA MAM/MTL and management to improve quality of care and patient safety.
- Give feedback to MAM/MTL about referred patient on a daily basis.
- Ensure patient and co patient are fed 2 meals /day at (4,000SDG/day)
- Ensure hospital bills and investigation are covered when needed (contact MSF –OCA MAM/MTL for validation before payment of bills)
- Present to MSF-OCA administration all receipts for financial settlement after validation by the MTL.
- If patient requires further referral for specialized treatment or consultation, inform the MTL for greenlight.
- Liaise with all department in the referral facilitates
- Obtain price list from both referral facilities: the essential services such as laboratory, Pharmacy, surgery, etc.
- Be flexible to receive calls about patient referral at any time of the day or at night.
- Facilitate movement back to home referral facility upon discharge (liaise with MSF –OCA administration in Gedaref).
Minimum Qualification, Skills and Experience Required:
Education: Essential : Medical Doctor diploma
Desirable: diploma in Tropical Medicine
Experience: 2-year experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable in tropical medicine, or post-registration experience in Public Health, emergency medicine , obstetrics and gynecology, pediatrics, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.
Languages: English essential plus either Arabic or Tigrinya, fluency in both desirable
