Accountabilities:
- Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments.
- Updating the HR database and personal files to facilitate HR process management.
- Updating Social security & tax office files in order to meet legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
- Preparing employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
- Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
- Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative
- Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
Additional HR/ Admin tasks delegated by the Project HR Manager.
Duties and responsibilities:
MSF Section/Context Specific Accountabilities:
- Ensure that all staff have their HR files updated with all required documents (contract, JD, IDs, evaluations, leave requests, overtime, disciplinary documents, etc.).
- Scan all staff HR files and upload them to SharePoint.
- Review incentive lists of different supported hospitals/ locations and share with FINHR manager for review.
- Prepare staff MSF IDs and visibility when applicable and ensure staff returning them before leaving MSF (End of Contract).
- Notify HR manager with employment contract expiring soon in order to arrange for renewals.
- Follow up and keep track of office and guesthouse stationary and hygiene materials and make monthly/ quarterly requests to ensure sufficient stock.
- Follow up and keep track of office tea / coffee break items and ensure sufficient stock.
- Follow up with the cook, cook aid and cleaners and ensure they have what they require to do their job (hygiene items, tools, drinking water, cooking gas, etc.).
- Assist FINHR manager with recruitment when required (liaise with government office, announcement posting, calling candidates for the test/ interviews/ etc.).
- Follow up daily workers requests and prepare Daily workers sheets for domestic team.
- Support the HR Manager in translating documents into local language.
- Assists the HR Manager in meetings upon request
Minimum Qualification, Skills and Experience Required:
| Education | Essential education in Human Resources Desirable diploma in finance, business or administration |
| Experience | Essential working experience of at least 3-4 years in HR or Administration jobs. Desirable work experience in Finance Desirable experience in MSF or other NGOs in developing countries. |
| Languages | Fluency in Arabic and English (speaking and writing) Is essential. Tigrinya speaking is highly desirable. |
| Knowledge | Essential computer literacy (word, excel, internet) |
