CARE International is a global confederation that is working in 104 countries around the world to save lives, end poverty and fight social injustice. CARE has been operating in Sudan since 1979, implementing humanitarian and development programs particularly focused on women’s and girls’ empowerment, gender justice, humanitarian action, and resilience building. Since the beginning of the conflict CARE Sudan maintained its operations in East Darfur, South Darfur, Red Sea, Kassala, Gedaref, and South Kordofan. CARE Sudan currently works in partnership with over 15 national NGOs and several consortia and strategic alliances. CARE Sudan’s donors include the EU, ECHO, USAID, BHA, the Dutch Ministry of Foreign Affairs, the German Ministry of Foreign Affairs, Global Affairs Canada, the Luxembourg Ministry of Foreign Affairs as well as multilateral UN funding. 

Recently CARE received funding from the European Union-EU to implement a “SAFER” Sudan project, an integrated, multi-sectoral approach that combines strengthening sustainable livelihoods, economic empowerment, access to basic services, promoting adaptive capacity, protection and conflict mitigation in the current context. The main goal is to enhance socio-economic integration of children and young people and protection of the human rights of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGO and several local partners with CARE International as a consortium leader.

CARE therefore seeks to recruit a protection officer who will be responsible for the implementation of the SAFER Sudan protection related activities as per guidelines and protocols specified in each intervention areas in close coordination with the project manager, engaging the national partners and provide timely quality reports about the achievement of project objectives and targets. 

Job Responsibilities and Tasks:

Program implementation with line ministry and other relevant institutions / sector (55%)

  • Lead day-to-day implementation of protection activities specified under the program, including foster care, case management, Psychosocial Support (PSS), and referrals.
  • Manage protection cases by identifying individuals and communities needing specialized support, maintaining referral pathways, and ensuring ethical, confidential, and non-discriminatory service delivery
  • Conduct protection monitoring to identify protection risks, gaps, and trends, and implement practical recommendations to address them
  • Facilitate community consultations and awareness sessions to identify protection needs and strengthen community-led protection structures and focal points
  • Collaborate with partner agencies, community leaders, and government entities to promote safe and inclusive participation in programming
  • Ensure gender inclusiveness and equitable representation of all concerned groups including children, youth, women, men, older persons, and persons with disabilities
  • Community mobilization and sensitization about gender and protection aspects of the project 
  • Organize and deliver training sessions to protection groups and link them with legal bodies in the local area. 
  • Ensure that community leaders are aware of and act against discriminatory gender social norms and gender-based violence.

Monitoring, Reporting and documentation (25%)

  • Produce regular reports and contribute to internal and donor reports on protection activities and achievements
  • Based on the monitoring plan, the protection officer will submit a plan on a weekly basis, review the work plan for the previous week and develop a plan for the subsequent week, and report on the progress of weekly work plans and related problems.
  • Documentation through reporting on achievements, challenges and good practices, and successful stories of the project.
  • Participate in the preparation of the project’s detailed implementation plan (DIP) and review it monthly. 
  • Ensure the implementation of the project log frame and M&E plan.
  • Monitor the project activities and keep track of its implementation.
  • Suggest, share, test, and implement tools to track changes and impact on the project beneficiaries. 
  • Observe and assess the implementation methods of the project used in achieving its objectives.
  • Develop detailed individual weekly activity plans and track progress.
  • Identify and plan for addressing areas of improvement in the project implementation at the field level
  • Ensure that women and girls are at the center and that implementing partners have the required knowledge, skills and tools to implement gender transformative and protection sensitive programs

Contribute to the success of the CARE partnership approach (10%)

  • Work with other SAFER team members in partners review, and assessment and identification of capacity gaps
  • Ensure partner’s involvement in all project activities and build their sense of ownership and accountability. 
  • Support local partners in following up on project activities implemented by groups/committees and line ministries.
  • Participate in the review meetings of partners’ financial and narrative reports, document challenges and lessons learned.

Uphold CARE Values and contribute to CIS shared priorities (10%)

Minimum Qualification, Skills and Experience Required:

Required Qualifications and Competencies:

  • University degree in a relevant field like Sociology, Social work, social anthropology, Psychology, Development studies, gender in development/emergencies, community development, or related fields 
  • At least three years of experience working in gender and protection interventions
  • Experience with Case management, PSS, foster care, counseling and referrals
  • Knowledge of current issues in protection, gender and GBV and how emergencies can impact women, men, boys, and girls differently.
  • Demonstrated understanding of protection issues, including forced displacement, GBV prevention and response, and child protection.
  • Strong analytical and problem-solving skills with a focus on creative and innovative solutions.
  • Experience working with diverse communities and managing teams in challenging environments.
  • Experience living and working within conflict-affected communities is beneficial
  • Prior experience in behavior change and communication strategies related to gender norms and socio-cultural issues in Sudan 
  • Strong community facilitation skills and familiarity with participatory rural appraisal tools and approaches.

Languages: Good knowledge of both written and spoken Arabic and English languages is a requirement for this position.

Working Conditions:

This position will be based in Gedarif. However, the protection officer is expected to spend considerable amount of t his/her time in the field with the community, working interactively with the community.  The protection officer must be willing to travel to different project sites and other areas within the project catchments areas under very difficult conditions as required. The project locations is a security sensitive area, and the officer is expected to comply with security protocols in the discharge of his/ her duties.
