Under the responsibility of the Country Director, the Safety advisor, as a member of the Senior management team, has the responsibility for ensuring that organizational access and security policies and procedures are responsive to the context, adequate and known to staff and advise on humanitarian access processes and approaches in close coordination with program teams; while leading on the provision of a safe and secure access allowing AAH to be at the cutting edge of the operational implementation.

Key activities in your role will include

Objective 1: Collect and analyze security and context related information and ensure their appropriate dissemination. 

Collection of information:

  • Map, create and maintain a network of contacts (UN, NGOs, Civil Society, Govt, authorities, etc.)
  • Monitoring of international, national and local security updates from Sudan, esp. areas of intervention 
  • Monitoring of international, national and local media.
  • Ensure the systematic documentation and management of security and relevant context related information (eg political developments, shifting of power dynamics between different armed groups, etc) concerning AAH areas of intervention and / or of interest in Sudan, with a special focus on developments and events that could affect AAH operations in Sudan.
  •  Provide support to the mission in maintaining incident data base, Security ADS. 

Represent AAH in security related meetings.

  • Attend regular and ad hoc meetings related to security (UNDSS, OCHA…) and update CD and Logs.
  • Organise and conduct security meetings with relevant actors in the intervention area.
  • Meet and inform local stakeholders to promote AAH values and principles as part of acceptance strategy.
  •  Work with the AAH team to ensure a proper acceptance strategy is in place, and support staff in its implementation (identifying opportunities to increase acceptance, train staff on proposed messaging and communication when confronted with a hostile environment etc….)

Information analysis.

  • Analyze risks and trends and develop possible scenarios on the bases of the AAH security data base and the primary and secondary information collected and prepare and present scenario specific analyses and proposed actions to the security management team (CD, Logs and concerned head of Base, Ops Officers) 

Dissemination of information.

  • Update the Country Director on a daily basis on the security situation.  
  • Update, as appropriate the rest of mission staff about the security situation.
  • Prepare a weekly and year security report related to the evolution of context and incidents.
  • Prepare and disseminate the relevant security alerts and warnings to staff.
  • Ensure a smooth, timely and effective communication between the Security team, HQ and the Mission staff
  • Organize regular meetings with the HQ referents.

Objective 2: Evaluate, mitigate, and follow up the risks.

  • Evaluate the security risks in the areas where AAH is working (included premises and programs).
  • Propose area/region specific security rules for the mission, bases and activities, through an evidence-based and collaborative approach, and by building on both quantitative and qualitative analysis. 
  • Help the Heads of Bases in the identification of the relevant actors and the building of a solid information network facilitating the security management in their bases. 
  • In case of incidents, prepare / support the preparation of incident reports and transfer them to the relevant persons in the mission and HQ and ensure their uploading on Security ADS. 
  • Review ToRs before field visits
  • Conduct exploratory missions according to need, in order to ensure; i) a proper risk analysis (MEX); II) that t security risks are well considered and managed

Objective 3: Elaborate, promote and manage Action Against Hunger Operational Humanitarian Acceptance Strategy.

  • Develop, implement and follow up access and acceptance strategies and approaches according to the context in collaboration with Action Against Hunger teams.
  • Support the development, roll-out, utilization and flexible application of global technical and operational guidance and materials related to humanitarian access, acceptance, negotiation and associated topics.
  • Ensure acceptance related analysis, plans, issues and incidents are conducted and documented.
  • Humanitarian Access context analysis and follow-up and data collection and monitoring to improve strategic decision-making for the effective and efficient operationalization of the humanitarian response
  • Map, plan, and coordinate systemic ongoing engagement with all key stakeholders by respective Action Against Hunger staff, as it related to humanitarian access.
  • Advise and support on key subject areas such as acceptance, humanitarian principles, humanitarian negotiation, humanitarian-military relations and engagement with armed groups.
  • Share cross-context learning with field and management colleagues across the organization and contribute to a community of practice and culture of learning for humanitarian access.

Objective 4: recruit, train and sensitize the team on security issues.

  • If necessary, recruit and train field security focal points for the support in the security management of the bases. Train the team (national and international) in security related issues according to their responsibilities, keeping particularly in mind the acceptance strategy.
  • Brief and debrief the team on security related issues.
  • Promote the culture of security in the organization

Objective 5: Execute other tasks as requested by CD

  • Conduct security and safety assessments prior to opening of project and / or during intervention
  • Accompany mission staff team to sensitive areas of intervention and / or to areas of intervention during times of increased insecurity, as requested by CD
  • From time to time, assist CD with liaison activities at Khartoum and state level 
  • From time to time, assist Logs team especially during peak operational periods (especially during high value distribution times)

  • Law, political science, social or other similar
  • Soled knowledge of  Operational Security Management
  • Minimum 3 years’ experience in Security Management
  •  Demonstrated experience in methodology and tool development. Proven ability in producing safety and security analysis Proven knowledge of security tools and procedures.
  • Experience in organizing training is an asset.
  • Multi state and cultural experience. demonstrated capacity to work in multicultural environments.
  • At least 3 years of professional experience in humanitarian operations preferably in in multicultural environments.
  • Prior INGO experience a prerequisite Previous experience with Action Against Hunger is an asset 
  • Fluent written and oral English and Arabic mandatory 
  • Very strong command in MS Office.
  • Advanced level of Excel .
  • Knowledge of AI. 
  • Frequent travel to Kordofan, Darfur, Blue Nile, White Nile (current areas of operation); other areas for new base opening and /or assessment, Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

  •  Team building and training skills (ToT).
  •  Has a good knowledge of the context in the region.
  • Access Mobility Strong flexibility is required in terms of mobility and working hours.
