Job Summary

The MEAL Senior Project Officer (SPO) will support the implementation of multi‑sector assistance (including food, health, and nutrition) in prioritized localities across Central and North Darfur. The SPO MEAL will mostly focus his/her support on project funded by Sudan Humanitarian Fund. Depending on needs, other projects might require support. The role will contribute to the establishment and effective functioning of robust MEAL systems and processes that underpin high‑quality, evidence‑based programming. Through strong MEAL technical and coordination skills, the SPO will support CRS Sudan in delivering accountable, responsive, and learning‑driven programs, and in continuously strengthening program quality and impact.

Roles and Responsibilities:

  • Support the design, testing, and rollout of project‑level MEAL systems, contributing to the establishment of robust monitoring, evaluation, accountability, and learning processes in line with CRS and donor standards. 
  • Support routine project monitoring activities by ensuring standardized data collection tools are consistently used across all operational localities, and that data are collected to required quality standards through ongoing mentorship, supervision, and follow‑up with field teams and partners. 
  • Conduct regular field monitoring visits in collaboration with project teams and implementing partners to verify implementation quality, assess on‑ground effectiveness, and identify issues requiring corrective action or adaptive management. 
  • Support the planning and implementation of essential survey activities, including Post‑Distribution Monitoring (PDM), by coordinating data collection processes, troubleshooting field challenges, ensuring data quality, and contributing to preliminary analysis and reporting. 
  • Work closely with the MEAL Manager and project teams to design and co‑facilitate MEAL capacity‑building activities for staff, partners, and enumerators, strengthening understanding and application of MEAL tools, standards, and processes. 
  • Organize and conduct orientations and follow‑up sessions for enumerators and program staff on MEAL tools, data collection protocols, ethical standards, and reporting requirements to ensure consistent and high‑quality implementation.
  • Support the implementation of accountability and feedback mechanisms, prioritizing beneficiary engagement and ensuring that community feedback is systematically collected, documented, and used to inform program adjustments and learning. 
  • Ensure strict adherence to data protection and confidentiality protocols, safeguarding personal data of participants and ensuring that information is collected, stored, accessed, and used solely for approved and intended purposes.
  • Collaborate with MEAL and ICT4D teams to support the effective use of digital data collection and information management tools (ICT4MEAL), contributing to improved data quality, efficiency, and use of evidence for decision‑making.

Basic Qualifications

  • MA/MSC degree or BA/BSC degree in International Development, International Relations, or in the field of MEAL required. Additional experience may substitute for some education.
  • Minimum of 5 years of experience in relevant field-based project management is required, preferably with at least 2-3 years of experience working in the area of MEAL. 
  • Experience in managing moderately complex projects, preferably with an international NGO.

Required Languages – Excellent command of English and Arabic is required.

Travel – Must be willing and able to travel up to 60% of the time to remote project sites.

Knowledge, Skills, and Abilities 

  • Strong analytical and problem-solving skills, with the ability to make sound judgments and decisions and offer innovative solutions
  • Strong relations management abilities. Ability to relate to people at all levels, internally and externally. Strategic in how you approach each relationship.
  • Good presentation and facilitation skills
  • Proactive, resourceful, solutions-oriented, and results-oriented
  • Competency in MEAL components and MEAL in design, Management in MEAL, and ICT for MEAL, including experience using Commcare, Kobo, ArcGIS, and Power BI, is a plus.
  • Strong experience in MEAL in an emergency context and experience in the use of remote monitoring techniques

Preferred Qualifications

  • Good project grant management experience, including project design, preferably for grants from multiple public donors, including USAID.
  • Experience with Sudan Humanitarian Fund is preferred.
  • Demonstrated ability to write high-quality technical proposals.
  • Experience engaging with partner organizations
  • MEAL skills and experience required. Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, and information management systems.

Personal Skills

  • Strong technical skills with the ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
  • Good technical writing skills
  • Presentation, facilitation, training, mentoring, and coaching skills
  • Proactive, resourceful, and results-oriented
