The Program Manager – Monitoring, Evaluation, Accountability and Learning (MEAL) will provide technical leadership for the implementation of a largescale, multisectoral Sudan Humanitarian Fund (SHF)–funded response, implemented through OCHA across Central and North Darfur. The role is responsible for designing, establishing, and overseeing robust MEAL systems and processes that ensure highquality, evidencebased, and compliant programming. Through strong technical leadership, coordination, and capacity strengthening, the MEAL Manager will support CRS Sudan in delivering accountable, responsive, and learning-driven programs, while continuously strengthening program performance, adaptive management, and impact.
Duties and responsibilities:
Roles and Responsibilities:
- Lead design, development, and management of MEAL systems for newly initiated OCHA‑SHF projects, ensuring the quality and appropriateness of tools, indicators, and methodologies.
- Follow up with and support project teams to ensure MEAL system designs include standardized tools, data flow maps, and analysis plans required for program quality, learning, and donor reporting.
- Ensure SHF project in fulfilling agency-driven MEAL requirements, including completion of MPP self-assessments and other applicable MPP procedural requirements.
- Lead the implementation of routine monitoring activities, and project survey activities, particularly PostDistribution Monitoring (PDM), existing interviews with a focus on data quality assurance, analysis, and reporting.
- Ensure projects have functional Feedback, Complaint, and Response Mechanisms (FCRM) to systematically receive feedback, provide timely responses, and analyze trends for informed decisionmaking. Specifically, the integration of the FCRM system with the centralized CP digital FCRM platforms.
- Provide technical assistance and coordinate closely with program teams to strengthen the capacity of MEAL staff and focal points across the Darfur states. Where necessary, coordinate with MEAL and PQ PM in the recruitment process.
- Lead and support field monitoring visits in collaboration with the MEAL SPO, project teams, and implementing partners, ensuring effective on-the-ground monitoring and follow-up.
- Collaborate with ICT4D staff at the Country Program level to optimize the use of digital solutions for participant registration and activity tracking (e.g., distributions, trainings).
- Ensure close engagement and contribute to the Accountability and Impact Team (AIT) being established by OCHA.
- Provide solid support for data generation and reporting, working closely with the Emergency Coordinator.
- Lead the design and co‑facilitate MEAL capacity‑building activities for staff, partners, and enumerators, strengthening understanding and application of MEAL tools, standards, and processes.
Minimum Qualification, Skills and Experience Required:
Basic Qualifications
- MA/MSC degree or BA/BSC degree in International Development, International Relations, or in the field of MEAL required. Additional experience may substitute for some education.
- Minimum of 5 years of experience in relevant field-based project management is required, preferably with at least 4 years of experience working in the area of MEAL.
- Experience in managing moderately complex projects, preferably with an international NGO.
Required Languages – Excellent command of English and Arabic is required.
Travel – Must be willing and able to travel up to 70% of the time to remote project sites.

- Strong analytical and problem-solving skills, with the ability to make sound judgments and decisions and offer innovative solutions
- Strong relations management abilities. Ability to relate to people at all levels, internally and externally. Strategic in how you approach each relationship.
- Good presentation and facilitation skills
- Proactive, resourceful, solutions-oriented, and results-oriented
- Competency in MEAL components and MEAL in design, Management in MEAL, and ICT for MEAL, including experience using Commcare, Kobo, ArcGIS, and Power BI, is a plus.
- Strong experience in MEAL in an emergency context and experience in the use of remote monitoring techniques
Preferred Qualifications
- Good project grant management experience, including project design, preferably for grants from multiple public donors.
- Demonstrated ability to write high-quality technical proposals.
- Experience engaging with partner organizations
- MEAL skills and experience required. Staff management experience and abilities that are conducive to a learning environment.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, and information management systems.
Personal Skills
- Strong technical skills with the ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
- Good technical writing skills
- Presentation, facilitation, training, mentoring, and coaching skills
