Mission and objectives

Context
UNFPA Sudan Country Office seeks a Programme Associate who will, under the overall guidance of the Representative and Deputy Representative and direct supervision of the Population and Development Programme Specialist, actively support and play a key role in the work of the Country Office on population and development and data portfolio, particularly focusing on supporting implementation of the country office work plans with the National Population Council and Central Bureau of Statistics to better generating data and evidence and incorporating demographic dynamics, into responses, sectoral and local development planning. He/she will assist the Country Office with partnership and coordination with PD strategic partners on emerging population related issues in the country. The Population and Development Programme Associate, located in the UNFPA Country Office in Port Sudan, reports to the Population and Development (P&D) Programme Specialist. The Associate will contribute to the strengthening of population data systems and evidence-based policy advice in the area of population change and development. More specifically, he/she The Programme Associate will assist in the overall management of administrative, financial, and relevant technical issues in support quality interventions under P&D and Data portfolio, in compliance with UNFPA relevant rules, guidelines, processes, and procedures ensuring high quality, accuracy, and timeliness of work. She/he takes a client-oriented, results-focused approach to contribute to the development and effective implementation of UNFPA work by providing programming, financial and administrative support to UNFPA and its implementing partners under the PD portfolio. S/he is expected to support the CO and partnering IPs in matters related to P&D interventions, and as appropriate, s/he will also contribute to research, financial management and operational and procedural guidance
Task description
● Supports PD technical and progarmme team through the provision of support and advice on operational (finance and admin) and progarmme matters. ● Facilitates contacts and promotes information sharing/exchange between IPs and programme staff on the issues related to implementation of PD interventions and activities. ● Contributes to the preparation, implementing and monitoring of the PD projects/interventions and the country progarmme work at large. ● Reviews and processes in collaboration with the Finance Unit, advance requests by IPs and ensure all expenditures are in line with UNFPA polices and procedure and the agreed annual work plan (AWP). ● Reviews Implementing Partners’ (IPs) financial supporting documents and ensuring all expenditures are fairly presented and proceed with the liquidation process. ● Follow up the payments process with the UNFPA Finance Unit to ensure that cheques are ready and received by IPs in a timely manner. ● Track project expenditures and monitor the expenditures using all available analytic tools (e.g., Quantum+, SIS, etc.…….) ● Ensures proper management of the progarmme and office filing and archiving systems, applying UNFPA rules, regulations, and procedures. ● Identify sources and gather and compile data and information for the preparation of documents, guidelines, and papers. ● Assembling briefing materials and preparing power-point and other presentations for the technical and progarmme team members. ● Organizing, compiling, and processing information from donors, Regional Office and country offices, as inputs to various databases and documents. ● Providing effective support to management of the CO progarmme through creation of projects Quantum (UNFPA automated system), preparation of budget revisions, determination of utilized funds, operational and financial closure of projects; and preparation and follow up on audit exercises of NEX (national execution) projects. ● Prepare documentation required for the recruitment of consultants and other temporary staff for intervention implemented under the PD portfolio. ● Draft for approval, amendments to project agreements, workplans and contractual aspects of projects with implementing partners ● Handling administrative work, including but not limited to creation and follow up of requisitions in Quantum; processing of minor procurement of goods and services; organizing, follow up, and provide logistic support on events, workshops, etc. ● Conduct rigorous Spot-checks to ensure IPs implemented activities are according to UNFPA procedures and guidelines. ● Assist in collecting and consolidating data for programme reports, monitoring tools, and donor submissions. ● Provide day-to-day administrative and logistical support to programme teams, including travel arrangements, event coordination, and procurement requests. ● Assist in preparing training materials and participate in capacity-building sessions for implementing partners. ● Perform any other duties as assigned by the supervisor.

Skills and experience
Minimum three years of relevant experience in population and data programme management, economics, climate change, administration, finance or office management; Proficiency in current office software applications, web-based management and ERP financial systems; Detailed knowledge and understanding of clerical, administrative, secretarial best practices and procedures within a multicultural corporate environment; Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners ,computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) Have affinity with or interest in gender equality and women’s rights work, volunteerism as a mechanism for durable development, and the UN System; experience in statistical analysis is an asset, and previous UN working experience is added value; Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; and sound self-security awareness is required.

Living conditions and remarks
The security situation in Port Sudan is relatively stable, living conditions are good, the city is accessible by road and via its airport that receives internal and international flights including UNHAS. Climate is humid and cost of an accommodation is somewhat high with a wide range of options available. Food, water, and other services are available, including medical facilities, banking facilities, communications infrastructure, among others. Like other parts of Suda, electricity in Port Sudan is not stable, hence not reliable. Sudan is a humanitarian operation, more specifically, the society requires a mature level of cultural awareness, as well as stamina and commitment. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
