JOB PURPOSE

RFP operates Lo the highest levels of international construction standards while Making account of local constraints and methods of work.

The main tasks required for this position will be engineering projects management including planning; engineering design review; construction procurement processes monitoring; supervision and facilitation of construction activities carried out by cooperating partners and contractors and, more generally, technical support to other WFP’s programmes and operations in Sudan.

ACCOUNTABILITIES AND RESPOSIBILTIES

Within delegated authority, the project Engineer will be responsible for the following duties (not limited to):

1. Provide engineering, project management and administrative services for assurance of the quality of the works during design and construction In line with WFP procedures and processes, international (and local) standards and codes and application of best practices, standards and innovative Technologies

2. Contribute to the implementation of \!\IFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations. Apply and implement WFP Construction Manual procedures and processes.

3.Contribute towards the planning of the projects including identification, technical feasibility and assessment, develop and/or review project proposal, budgets and detailed cost estimation and preparation of workplan.

4. Support Sudan Country Office with the preparation and/or review of technical document for bidding process such as Scope of Works, tender packages in FIDIC modality, tender evaluation and contracting and selection of appropriate partners, consultants and firms as per the requirement of the programme and WFP policies.

5. Undertake and/or review preliminary or detailed designs (preparing, writing and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications).

6. Undertake site visits to project sites and conduct technical assessments according to specificationand area mentioned in the Project description.

7. Monitor the construction projects for quality and timely implementation and track the progress against the contract and agreed workplan and take appropriate remedial measures, this includes drafting the weekly reports.

8. Conduct regular field visits and collate data and contribute to preparation of accurate and timely reporting on outputs. Review monthly reports of Infrastructure project including review and clearance of monthly or progress payment.

9. Overview construction works, programming, co-ordination and managing contractual matters.

10. Liaise with stakeholders, both internal and external to the organization, including the relevant ministries and involved authorities. Attend meetings and prepare and review reports, minutes and correspondence.

11. Coordinate and provide the required support to the WFP Area/Filed offices and relevant units of WFP Sudąn such as programme, finance, partnership and procurement for quality implementation of the programme through a coordinated approach.

12. Operate computer-assisted engineering and design software and equipment to perform engineering tasks.

13. Ensure that the contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.

14. Any other duties assigned as per requirement of the Head of Engineering Unit.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: First University degree in Civil Engineering or architecture with a specialisation or Postgraduate qualifications is desirable

Experience: 

  • 3 years relevant civil engineering experience.

Preferable experience of working in the Humanitarian Community.

Knowledge and Skills :

  • Good communication and coordination skills.
  • Knowledge and/or experience in engineering design and works supervision.

Good knowledge of AutoCAD 2D and Office package.

Language: Fluency in both oral and written communication in English and Arabic

In 2019, Sudan faced a worsening economic crisis, including high inflation and rising prices for essential items such as food, medicine and other commodities. After months of civil protest, a Transitional Government was formed in September 2019. The Transitional Government is pursuing a new social contract with the people, prioritizing peace and economic reform, which can pave the way to achieve the Sustainable Development Goal 2 on zero hunger and improved nutrition

However, a large number of displaced people, including refugees from neighbouring countries, a volatile economic situation, increased climate variability, environmental degradation, disease outbreaks, malnutrition, gender inequality, and the risk of relapse back into potential conflict present significant hunger challenges.

According to the Sudan Humanitarian Response Plan 2020, 9.6 million people require humanitarian support in 2020, including 6.2 million people who are food insecure.  High inflation continues to reduce households’ purchasing power and people are unable to meet their basic needs. An average local food basket takes up at least 75 percent of household income. 

Sudan continues to face persistently high levels of acute malnutrition and stunting, which constitute a significant public health problem. National prevalence of global acute malnutrition – too thin for height – is 14.1 percent. About 2.7 million children suffer from wasting annually, with approximately 522,000 suffering from severe acute malnutrition. 

Although stunting – too short for age – has slightly improved over recent years, the scale of the problem remains concerning. One out of three Sudanese children are undernourished and do not grow to their full cognitive and physical potential.  

Two thirds of the population live in rural areas, and the  economy is heavily dependent on agriculture. However, the sector is vulnerable to climate shocks, and the productivity is low due to inadequate farming practices and post-harvest losses. 

In response to these challenges, WFP works with the Government and partners to provide life-saving food and nutrition assistance, while supporting government efforts to strengthen social protection systems.  

The already dire food security situation in Sudan could worsen with the adverse economic impacts of COVID-19.  Additional efforts are required to prevent already extremely vulnerable households from becoming impoverished. In an effort to protect the most vulnerable groups against hunger and the spread of COVID-19, WFP is adjusting its response in Sudan, while ensuring safety at food and cash distributions.
