Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan’s, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
Purpose of the job:
Under the supervision of the Chief of Field Office (Level 4), the WASH Officer provides technical, operational and administrative assistance throughout the programming process for WASH programmes/projects within the country programme from development planning to delivery of WASH output results. The Officer prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation and reporting.
Summary of key functions/accountabilities:
1. Programme development and planning:
• Draft updates for WASH situation analysis, to inform the development of WASH-related outcome and output results for Red Sea State. Report on trends in WASH, for use in programme development, management, monitoring, and evaluation.
• Contribute to technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevance of information.
• Support to establish a locality level monitoring and IMS and strengthen the State system
2. Programme management, monitoring and delivery of results:
• Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation issues, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions.
• Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the Section and higher levels of programme management.
3. Technical and operational support for programme implementation:
• Undertake field visits, assessments, surveys, research to identify barriers and opportunities for sustained safe water resource management and uptake of sanitation and hygiene practices, support analysis and share reports with partners/stakeholders.
• Strengthen WASH sector institutional capacity at State and locality levels, in terms of structures, HR, equipment, and logistical means subject to the policy environment and any restrictions on the provision of explicit support to local governments.
4. Humanitarian WASH preparedness and response:
• Represent UNICEF in humanitarian forums and ensure effective partnership and collaboration to support and facilitate the state WASH sector.
• Draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
5. Networking and partnership building:
• Build and sustain close working partnerships with government counterparts, UN agencies, NGOs, microfinancing institutions, private sector and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.
• Draft communication and information materials for WASH programme advocacy to promote awareness, establish partnership/alliances and support fund-raising for WASH.
6. Innovation, knowledge management and capacity building:
Assist in the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).
Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
To qualify as an advocate for every child you will have…
- An advanced university degree in one of the following fields is required: Public Health, Social Sciences, Behavior Change Communication, Sanitary Engineering or another relevant technical field.
- Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
- A minimum of two years of professional work experience in the management and implementation of water, sanitation and hygiene (WASH) related programmes is required.
- Integrated Water Resources Management (IWRM) experiences will be considered as asset.
- At least one-year hands on experience in humanitarian WASH response in a complex context.
- Fluency in English and Arabic is required. Knowledge of another local language or official UN language (Chinese, French, Russian or Spanish) is an asset.
