 Be in charge of multi-sectoral and multi-year projects in White Nile state, co-implemented with local partners. Line – manage all Officers and Assistants at the White Nile base and sub-base. In charge of Coordination with the Khartoum team (on behalf of White Nile) for program and operations matters when support is required by White Nile staff. Represent Action Against Hunger to state-level stakeholders (INGOs, UN, local NGOs, local authorities, communities), clusters, and sectors. Contribute to the mission’s strategy in coordination with base-level colleagues, partner staff, local stakeholders, and stakeholders e). 

  • Mission 1: Coordinate ACTION AGAINST HUNGER country strategy implementation at the field level Head of Base is responsible for:
    • Contributing to the design and update of the country strategy by providing field inputs to CD.
    • Analyzing the humanitarian context and defining local strategic objectives;
    • Overseeing the implementation of the country strategy at the field level in collaboration with base staff and the Khartoum Coordination team.
    • Collect information to identify humanitarian gaps in the area of intervention. 
    • Monitor and analyze key contextual indicators in the areas of intervention.
    • Brief CD on possible interventions and design potential responses within Sudan’s operational strategy.
    • Take notice of sectorial orientations of national strategy, understand implications for areas of intervention and activities, and discuss with the Khartoum coordination team. 
    • Identify the presence and the strategic orientations of other partners in the field to improve coordination and effective working.
  • Mission 2: Coordinate overall implementation of the program and operations at the field level. The Head of the base is responsible for:
    • Supervising and monitoring the implementation of regular programs and operations at the field level. 
    • Facilitating any project conception in collaboration with the Khartoum Coordination Team & base Officers
    • Ensuring the synergy between Technical and Support services at the field level. 
    • Ensuring the implementation of recommendations from ACTION AGAINST HUNGER management resulting from internal audits, experts’ field visits, etc.;
    • Manage support function of the base, and ensure AAH regulations are followed in procurement, finance, HR, and admin functions. 
    • Ensure overall monitoring (operational & financial, qualitative & quantitative) of projects with a particular focus on the deadlines, objectives, and indicators;
    • Support the Khartoum Coordination team in setting up tools for monitoring the logical framework indicators and following up on the budget.
    • Ensure regular field monitoring visits, often engaging MEAL.
    • Put forward recommendations for the definition and elaboration of programs (localization, methods of implementation, context…), taking into account log, admin, other areas of intervention, partners, etc.
    • Contribute to proposals for further intervention (logical framework, covering literature, text, budget, time scales, and logistics….) with concerned departments.
  • Mission 3: Manage the team at the field level. The Head of the base is responsible for:
    • Supervising and line- managing all Officers at base levels (Programs, Operations) 
    • Promoting the commitment to ACTION AGAINST HUNGER Charter, CoC, Safeguarding, Harassment, Gender, and prevention of frauds and power abuses and inform CD in case of any violation. 
    • Supervise the recruitment process of team members.
    • Organize and lead regular team meetings, as well as facilitate meetings between Coordination & Bases. 
    • Work out and monitor individual action plans for team members.
    • Provide appraisal interviews for team members.
    • Identify the training needs of team members and propose training plans. 
    • Create, organize, and lead training sessions. 
    • Manage conflict resolution among the team.
  • Mission 4: Facilitate good relationships with the team in the capital. The Head of the base is responsible for:
    • Generally speaking, be a facilitator between the field and the capital. 
    • Proactively refer to the coordination team for any matter that could jeopardize the programs, the funding, or the security/safety/access/community acceptance of staff and premises. 
    • Ensure field teams proactively express relevant demands of support to the coordination team to maximize operational efficiency and impact.
    • Pilot the follow-up on technical and support departments’ recommendations. 
    • Organize base meetings and share frequent updates with the coordination team.
    • Coordinate with the program coordinators/managers for technical support and visits to the project sites and accompany the project team’s follow-up of technical recommendations.
    • Follow up procurement plan and coordinate with support departments in capital for all needs related to supply, finance, recruitment, and administration formalities.
    • Communicate with the logistics and administration departments to have appropriate follow-up of respective departments (supply requests, stocks, etc., and budget and expense follow-ups) and solve problems as they arise;
  • Mission 5: Represent ACTION AGAINST HUNGER and liaise with local partners, authorities, UN, and NGOs at the field and federal levels (latter for matters relevant to White Nile state) The Head of the base is responsible for:
    • Monitoring and supervising the overall partnerships-related level
    • Participating in the humanitarian coordination activities at the field (or federal level as requested by CD)
    • Developing the networking for effective implementation and coordination
    • Coordinate with other actors, including local partners, NGOs, UN, and government present in the area.
    • Take an active part in coordination mechanisms and influence decisions when needed. 
    • Ensure continuous communication with the authorities to ensure the authorizations of work. 
    • Define action plans with partners and regular follow-up of its implementation.
  • Mission 6: Ensure reporting and capitalization and contribute to quality and accountability.The Head of the base is responsible for:
    • Providing CD with all relevant reporting documents requested from the field  
    • The overall implementation of best communication practices at the field level
    • Ensure that the monthly updates are appropriately documented.
    • Review contractual donors’ reports before sending them to coordination.
    • Compile all documents dealing with the essential techniques and methodologies involved in the project (including, when appropriate, beneficiary and distribution list etc..) for capitalization and audit purposes.
    • Initiate any relevant survey at the required time of the different programs.
    • Implement the recommendations made as a result of internal and external assessments in the context of a specific work plan (quality control);
    • Ensure effective complaint mechanisms and responses.
  • Mission 7: Security, Safety, Access The Head of the base is responsible for:
    • Monitoring the security environment (networking, collecting and analyzing information.)
    • Maintaining an influential network, with local input, on contextual and security matters, collection and analysis of information to establish the risk and context analysis. 
    • Ensuring the application of security procedures when alerted by CD
    • Managing any security and safety incidents at the base level and reporting to CD
    • Actively participate in audits and ensure the implementation of recommendations.
    • Validate security plan from base level after updating it in coordination with Logs Assistant (base), Logs Manager (Khartoum) and CD and transmit to CD for HQ level validation (if context at base changes, update every six months) 
    • Attend all security meetings at the field level. 
    • Briefing ACTION AGAINST HUNGER team on local context and security

Do you meet the profile required criteria?

  • Training:    At least a bachelor’s degree in a relevant field; long experience in the role of Program Management or roles as Program Coordinator / Head of base / Field Coordinator / Area Coordinator / Area Manager.
  • Technical specific knowledge:    General knowledge of Food Security, livelihood, WASH, and nutrition and health required / Knowledge of DRM, Climate Change, Gender & Protection, MEAL 
  • Previous experience (years):    At least five years of professional experience in managing Programs and Operations in humanitarian projects /programs, preferably with an international NGO/ Work experience in partnership with local NGOs would be an asset.
  • Humanitarian sector knowledge: Prior humanitarian experience is required/ Organization knowledge:    Prior INGO experience required.  
  • Languages:    Fluent written and oral English and Arabic are mandatory.
  • IT systems: Perfect mastery of Word, Excel, PowerPoint / Mobility (national/ international) They are based in Kosti, with frequent trips to localities where AAH intervene in the White Nile. 
  • Commitment to Gender Equality:  Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

Our remuneration package:

  • Based in:    Kosti (with frequent travel to localities across the White Nile)  
  • Internal relations:    Line management of all officers and assistants at White Nile base and sub-bases; technical support from Khartoum coordination staff (Nutrition, Health, WASH, FSL, MEAL, Advocacy, Gender & Protection, Logs, Finance & Admin, HR, Liaison) 
  • External relations:    Implementing partners, relevant authorities and stakeholders at federal and state levels, beneficiaries (donors during field visits and based on CD request) 
  • Position length:    1 year (renewable) 
  • Line manager:    Country Director
  • Salary:    1650 USD (gross)
  • 20 annual leave days.
