About the role: 

This is a 24 month, new role with accompanied terms based in Khartoum with a salary of Band 5 (€48,648 – € 54,053). You will require to travel to field frequently and spend at least 50% of your time in the field offices.

You will report to the Country Director and will directly line manage two Area Co-coordinators, the Emergency Response Co-coordinator and the Partnership Co-coordinator.

Your purpose:

 You are a member of the Senior Management Team and will provide leadership and foster a culture of excellence in Concern Sudan programmes in accordance with organizational policies and the Country Strategic Plan. You will participate in decision-making on strategic issues including geographical priorities, programme quality, programme development, partnership strategy and other organizational priorities. You will be responsible for effective implementation of all Concern sector programmes including WASH, livelihoods, health and nutrition and emergency response. You will work closely with Programme Quality Director to ensure effective implementation of Concern’s policies and strategies and delivery of high quality programmes.

You will be responsible for:

Policies and strategies and government compliances:

  • Ensure Concern’s policies and strategies are implemented in all programmes
  • Ensure all Concern’s programme are implemented following country strategy plan and sectoral strategies
  • Orient staff and field team on Concern strategies and polices
  • Ensure legal and operational compliances are met at field offices to continue our operations including receiving timely approval of TAs and MOUs at state level.  

Programme Implementation and monitoring:

  • Ensure all programmes deliver results as per  donors contracts and organisational quality standard
  • Coordinate the programme activities across programmes, sectors and approaches; supporting staff and partners and ensuring complementary approaches.
  • Ensure Concern’s M&E system is implemented effectively to demonstrate progress and results.
  • Undertake monitoring visits to programme areas and provide feedback to programme head and staff and partners
  • Ensure optimal use of financial, human and material resources within Concern’s work in a transparent and accountable manner consistent with Concern’s systems and procedures; delivering quality results and demonstrating value for money.
  • Ensure the visibility and external communications of programme launch, successes and learning. Ensuring compliance with the Core Humanitarian Standards during programme delivery

Emergency response:

  • Ensure emergency response preparedness plan developed in all offices and response readiness ensured
  • Ensure timely and effective response by Concern and partners team

Financial management

  • Ensure effective financial management of all a programmes including management of donors grants.
  • Preparation of programme budgets collaboratively with programme and finance staff.  Track programme expenditure through monthly management and quarterly financial accounts prepared by the finance department.

Partners sub-grant management:

  • Ensure partnership strategy are implemented effectively in all programmes
  • Ensure partners grants contracts are managed properly and partner deliver projects timely ensuring quality
  • Ensure partners capacity assessment and capacity building plans are implemented properly

Human Resources Management

  • Recruitment and building a team of programme staff who deliver excellence in programming
  • Structured capacity building and coaching of programme staff to address operational challenges; using existing resources, tailored to specific staffing needs
  • Leading all programme implementation in Sudan
  • Ensure Liaise with SD and CFC to ensure systems and finance are working for programme delivery.
  • Contributing to the strategic plan for Sudan and establishing additional operations in another state in Sudan as envisaged in the country strategic plan.

Representation and networking:

  • Representing Concern at relevant government, donor, UN or inter-agencies, keep abreast of the significant developments in the external context and help the Country Director to make appropriate and informed decisions

Donor report

  • Ensure submission of draft reports from all programs to support grants management unit to prepare high-quality donor reports.

Security management of all staff at field offices:

  • Ensure security management plans are implemented in all field offices
  • Ensure continuous analysis of the security situation of all programme locations
  • Ensure safety and security of all staff and Concerned assets
  • Ensure security focal groups function properly
  • Work closely with System Director for review and revision of security management plan.

Senior management role:

  • Contribute to organisational decision making as part of Senior Management team
  • Support  in change management
  • Undertake other related duties as may be assigned by the Country Director and deputise for the Country Director as necessary.

Your skills and experience will include:

Essential:

  • Post graduate qualification in social sciences, management, Humanitarian action or relevant technical field (livelihoods and/or water & environmental health a distinct advantage)
  • At least 8 years of relevant experience in developing/managing emergency and development programmes and/or post conflict context programmes (at least 3 years at a senior level)
  • Proven track record in staff management and working with partners.
  • Experience in using participatory approaches
  • Proven experience of managing emergencies and longer-term programming
  • Empathy with Concern’s core values and policies.
  • Flexible and adaptable to a changing environment.
  • Ability to work under pressure often to strict deadlines.
  • Self-motivated, progressive and proactive.
  • Proficient spoken and written English

Desirable:

  • Experience of work in Sudan / Horn of Africa region
  • Previous Concern experience
  • Working knowledge of Arabic    
  • Experience in management programmes in complex fields/countries.
  • Experience in leading a multi-disciplinary team
