Duties and responsibilities:
Coordination & Engagement
- Develop, update, and maintain activity-level service mapping for areas of CCS operation through regular engagement and follow-up.
- Develop, update, and maintain incoming and outgoing referral pathways to complementary service providers in areas of CCS operation.
- Facilitate coordination meetings with (I)NGOs, UN-Agencies, community-based organisations, government partners, and other service providers.
- Participate as needed in cluster and famine prevention coordination forums at State level.
- Meet, collaborate, and engage with a variety of service providers in areas of operation.
- Liaise with local and state level authorities as required for program operation.
- Facilitate and support internal CCS referrals amongst existing partners and their complementary programs.
Training and Quality Control
- With support of senior technical staff, training of staff and enumerators on safe and effective referral processes and techniques.
- Ensure adequate standards of referral are upheld by those committed to agreed referral pathways for the benefit of service recipients.
- Ensure integrated safeguarding policies across referral systems including PSEA, children and women safeguarding, conflict sensitivity and do no harm.
Individual Referrals
- Interact with referral cases for the collection of supplementary personal profile and case information including obtaining consent for referrals.
- Closely liaise with CCS teams and other service providers to facilitate complete and reliable information for referred cases.
- Conduct regular follow-up on referred cases to understand whether individuals have effectively accessed services.
- Maintain a referral tracker database of all referred cases, including updating referral statuses, personal information, and follow-up information.
- Ensure database integrity and ease of operation.
- Ensure appropriate approvals are received from relevant departments and senior technical staff.
Group Referrals
- Facilitate the identification and tracking of group referrals.
- Support post-distribution monitoring of referred cases where required.
- Liaise and follow-up with service providers to understand whether recipients have effectively accessed a service following a referral.
Reporting, Feedback, and Referral System Development
- Support the development of CCS processes, coordination, and systems related to referrals through consistent feedback and engagement.
- Propose improvements to processes, tools, and assessments as needed to support more accomplished referral systems.
- Ensure the integrity and protection of all personally identifiable information collected through the program life cycle.
- Communicate lessons learnt, problems, obstacles and concerns to technical teams and propose potential solutions.
- Develop periodic and ad-hoc reports on referrals.
- Support monitoring and evaluation of all referral processes.
Minimum Qualification, Skills and Experience Required:
Essential
- Commitment to Concern’s humanitarian work.
- BA/BSc Degree in a related field (Development Management, International Development, Rural Development, Community Development, Agriculture, Health, Education, etc)
- Demonstrated experience in data entry and computer literacy, especially Microsoft Excel
- Demonstrable work experience in humanitarian protection programming and/or other sectoral humanitarian interventions preferred.
- Work experience or demonstrable knowledge of community organisations and/or social services.
- Ability to foster trust and build relationships with colleagues, communities, at-risk individuals, and authorities.
- Ability to multi-task and undertake a variety of initiatives with flexibility.
- Ability to interpret and rapidly understand complex and fast-paced environments with limited information.
- Ability to work independently with integrity, discretion, and confidentiality.
- Good organisational skills and ability to work across multiple work-streams.
- Demonstrated knowledge of protection, safeguarding, and referral concepts
- Excellent communication skills, calm and with cultural sensitivity to effectively manage day-to-day interaction in challenging contexts
- Able to maintain the highest level of confidentiality
- Ability to communicate in a highly professional manner with beneficiaries, community members and partners
- Problem solving and conflict resolution skills
- Proven commitment to accountability practices and able to promote the values of equality, non-discrimination and human rights for all
- Good knowledge of project cycle management, Equality, HIV and AIDS, and Mainstreaming approaches, preferably in protracted humanitarian context
- Ability to travel to field locations within Red Sea
- Fluency in English and Arabic (both written and spoken skills)
- Fluency in local languages within Red Sea is desirable
Desirable
- Post graduate qualification in project design and management or relevant discipline
- Familiarity with donor requirements (BHA, SHF, etc.)
- Knowledge of different humanitarian standards
- Knowledge of and experience in working in Red Sea state
- Experience in working in partnerships
Emergency Response:
Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and Sudan Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.
Other duties
The above duties will be prioritised by the manager in consultation with the post-holder. The post-holder may be asked to re-organise their work to help Concern respond to changes in type or extent of need. This would be done in a way consistent with the purposes of the post and in consultation with the post-holder.
