Duties and responsibilities:
Background:
CRS Sudan will be implementing an emergency food security program to address acute food security shocks in Sudan. The project will serve as a food pipeline for affected populations in Central and West Darfur.
Job Summary:
The Safe and Dignified Programming (SDP) Program Manger will provide tools and technical support CRS Food Security Project in Central and West Darfur. The SDP PM will help ensure the effective implementation of safe programming, protection mainstreaming, feedback, response and complaint mechanism (FCRM), service mapping, and participation in cluster coordination. The SDP PM ensures strong coordination with the safeguarding units dedicated to staff and partner safeguarding.
The SDP PM will work closely with Safe & Dignified Programming Advisors, and other Regional and Global Technical Advisors (Gender, Social Inclusion, Disability, etc.), as pertinent. Support and oversee integration of gender and social inclusion components in the project activities.
Roles and Responsibilities:
- Support the implementation of project SDP Strategy securing technical support from Regional and Global Technical Advisors on specific thematic areas as needed;
- Coordinate to identify and action project safeguarding priorities and capacity building opportunities, including for example, Safeguarding Checklist & Action Plan, Legal Analysis, and others;
- Lead the implementation of gender specified action plans, and social inclusivity initiatives.
- Ensure strong coordination with Gender and social inclusion SPO to improve gender action plan implementation.
- Provide regular updates to the Deputy Chief of Party Program Quality on the agency SDP efforts, lessons learned, and best practices; and ensure SDP and protection mainstreaming are regular agenda items in leadership and staff meetings;
- Coordination capacity building on SDP and PM for project staff through training and facilitating regular meetings, etc.
- Coordinate with the Country Program SDP and ensure Essential Service Mapping / referral pathways (project-level) are kept up to date and reviewed on an annual basis;
- Where necessary, (with technical assistance from relevant TAs)triage initial safeguarding or protection-related concerns or queries from colleagues; help ensure survivors receive immediate support and/or appropriate referrals following disclosure;
- Become familiar with, and facilitate linkages with relevant REDI resources, e.g. on responding to microaggressions, unconscious bias, and gender equity;
- Lead the design and monitoring of project FCRMs, ensuring they are functional, safe, accessible, and effective for communities, and especially vulnerable and marginalized populations;
- Ensure project staff mainly, frontline staff are aware on how to report safeguarding and protection issues, suspicions, and concerns.
- Support the implementation of Common Humanitarian Standards (CHS) action planning for safeguarding and protection.
- Participate in and contribute to in-country PSEA/Protection/GBV networks and cluster forums and ensure project staff are kept abreast of global and local initiatives and resources;
- Participate in the CP, regional and Global Safeguarding Advisors and HRD’s Safe and dignified Programming Advisors community of practices.
Minimum Qualification, Skills and Experience Required:
Basic requirements:
- Master’s degree in a relevant field of study (Human Rights Law, Gender, International Development, Social Work, Psychology, etc.) or equivalent professional experience.
- Two or more years of relevant experience (safeguarding, protection, gender) in an advisory or management role with progressive responsibilities. NGO experience preferred.
- Experience advising or providing direction to staff by using effective interpersonal and communication skills; influence others both within and outside of functional areas of responsibility.
- Experience creating and rolling out culturally sensitive training and capacity-building programs, materials, and communications.
- Solid organizational/time management skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking team environment.
- Strong analytical and report building skills; strong computer skills including facility with standard desktop applications.
- Humble and approachable; a problem solver who seeks to find constructive solutions within compliance and policy requirements.

- Ability to develop integrated plans that propel initiatives forward and identify ways in which to work collaboratively across departments.

Required/Desired Foreign Language: Excellent command of English and Arabic is required.
Travel Required: Approximately 50% travel within Sudan.
