Job Summary
The purpose of the position is to lead and stimulate the use of digital program tools in the CP and enhance the capacity of staff in the application of these tools (in particular the MEAL teams). As a member of the MEAL and Program Quality team, you will support to a range of program design and implementation issues in the area of ICT4D and will monitor and report on all project activities in support of Catholic Relief Services’ (CRS).
Duties and responsibilities:
Responsibilities
Development and management of digital solutions
- Support the country program in digitizing ICT4D applications mainly monitoring and evaluation tools by using different CRS standardized platforms.
- Supporting CRS Sudan accountability serving as tech lead for the CP hotline establishment and implementation, and feedback and complaint management through other ICT technology platforms such as telephone, hotline, IVR and others.
- Work as ICT4D lead for CRS Sudan MIRA and other pilots involving ICT technology by organize the design and implementation data analysis and visualization strategy and tools.
- Support remote monitoring and similar initiatives which involved technology application, such as telephone, and GIS platform and others by designing and conducting the routine activities.
Database design and management
- Utilize appropriate ICT technology for MEAL system to track program performance innovatively using dashboard, regular data analysis, and undertake regular data quality assessments.
- Contribute to the MEAL team’s reporting effort periodically, according to the team and partner’s interest, including designing custom reports and dashboards for different project activities to show the progress of the activities
- Assist MEAL and programming team in developing GIS maps and other geophysical data collection platforms as required by the program and country program.
- Ongoing support of database to identify and report glitches and coordinate with regional technical teams to troubleshoot errors.
Minimum Qualification, Skills and Experience Required:
Build capacity and technical assistance
- Provide ICT4D support and liaise with MEAL and PQ, project MEAL, regional ICT4D TA and other technical staff to ensure any ICT4D technical issues are resolved. Identify projects, and (if need be partners) ICT4D capacity need and closely support them.
- Provide training and regular coaching for program staffs (mainly MEAL staffs, where needed field enumerators) on all relevant components of the ICT4D platform and effective use of web-based reporting system.
- Capture and share lessons learned and best practices in ICT4D to facilitate improvements in decision-making and contribute to learning agendas.
- Support and provide technical guidance associated with device management, including liaise with IT and procurement departments to ensure technically appropriate devices are purchased, registered, updated, allocated and fixed when damaged.
And support on other MEAL related others as needed.

JOB REQUIREMENT
Education and Experience
- MA/MSC degree or BA/BSC degree in Computer Science/Data base management of study with 2 years relevant experience for MA/MSC or 5 years’ relevant experience for BA/BSC degree
- Knowledge of technical principles and concepts in ICT4D. General knowledge of other related disciplines like Statistics and humanity science to ensure proper cross-sectoral approach.
Knowledge of partnership
- Experience with program monitoring, evaluation, and analysis.
- Certification in advanced database design, management and deployment (Microsoft Technology Associate) is an added advantage.
- At least 2 years minimum experience working with relational database systems such as SQL, PostgreSQL, MSSQL or Oracle and a good working knowledge of SQL.
- Demonstrated experience in development and administration of a database.
- Proficiency in using MS PowerBI and other visualization software is an added advantage.
