The Base Manager will be responsible for the overall facilitation of DRC operations in the base office and sub-office area of responsibility (AoR), including representing DRC with stakeholders, directly managing field-level safety, ensuring proper human resourcing and supporting with program monitoring and logistical support as needed. This role must work in close coordination with Programme Managers in the various sectors and the Supply Chain Manager.

Your main duties and responsibilities will be:

Field Coordination

  • Hold weekly coordination meetings for senior staff, recording minutes and action points.
  • Hold fortnightly meetings with individual program sector teams and supply chain teams to ensure procurement and logistics needs are being properly prioritized.
  • In partnership with the Supply Chain team, develop appropriate movement plans every week to ensure field teams can implement activities effectively.
  • Facilitate the arrangements for Grant Management Meetings, ESMT, and planning meetings.
  • Regularly visit sub-bases to provide adequate support to the Sub-Base Coordinator and ensure he/she is providing adequate facilitation to program and support teams in the sub-office area.

Administration Management

  • Ensure smooth day-to-day operation of the DRC Base Office and Guest House as required.
  • Ensure strong relationships with local administrators and authorities, including following up with official paperwork and permissions, compliance with HAC procedures and reporting, and holding regular update meetings with HAC and Line Ministries.
  • Represent DRC at relevant humanitarian coordination meetings.
  • Establish strong relationships with NGOs and UN agencies operational in the AoR.
  • Facilitate visits from external parties, including donor representatives.
  • Maintain meeting records and minutes electronically to inform weekly updates to senior management.
  • Provide line management to the Human Resources and Administration Officer and ensure they are performing their duties promptly, including tracking of recruitments and flights.

Safety and Communication

  • Act as the ‘Safety Focal Point’ (SFP) for the entire AoR.
  • Provide briefings for staff arriving from other field sites or Khartoum within 3 hours of arrival.
  • Keep informed about local safety issues and concerns to ensure that staff have the appropriate information to deliver programming safely in the AoR.
  • Accountable for the routine and timely submission of the Minimum Operational Safety Standards (MOSS) and the Safety Level System (SLS) by DRC global policy.
  • Responsible for the development of a Safety Improvement Plan (SIP) for the Area of Responsibility to continually improve performance against the MOSS.
  • Provide weekly safety reports to the Extended Senior Management Team (ESMT).
  • Ensuring that critical incidents affecting DRC operations are reported to the Senior Management Team (SMT) immediately.

Monitoring and Reporting

  • Regularly visit field sites to monitor programme implementation and seek local feedback.
  • Support the preparation of narrative reports and proposals by providing contextual updates and needs assessments, as required.
  • Stay abreast of developments in the humanitarian context in Sudan and provide timely analysis of key issues regularly.

Additional Tasks

  • Other relevant duties as directed by the Country Director.
  • The Base Manager may be required to stay overnight in remote environments as needed.

Qualifications:  Education/Knowledge/Technical Skills and Experience

  • University Degree (Bachelors) in Social Sciences or Management.
  • Minimum five (5) years of work experience within the humanitarian/development sector, including:
    • At least three (3) years’ experience coordinating emergency programming activities.
    • At least two (2) years of experience managing all aspects of a field office, including human resources, finances, logistics, administration and program supervision.
  • Fluency in English and Arabic (speaking, writing, reading).
  • Strong computer skills including Word, Excel, PowerPoint and Outlook
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills
  • Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate and defend DRC’s interests in line with the Humanitarian Principles.
  • Strong knowledge of the local context, and experience managing safety is an advantage.
