The Shelter and Settlement Officer is responsible to assist the Shelter and Settlement Team leader in the coordination of assistance and services at displacement and gathering sites. This entails building effective collaboration with a diversity of stakeholders, ranging from IDPs, refugees, community representatives, humanitarian partners, host communities and local authorities. The Shelter and Settlement officer reports to the Shelter and Settlement TL and works closely with the refugees, volunteers, other staff including WASH, MEAL, and Protection teams as well as camp level service providers.

To achieve the overall and specific position’s objectives the job holder tasks and responsibilities include, but are not limited to:

Program

  • Assist in overall day to day management of DRC’s camp/site coordination activities including setting up coordination mechanisms, communication with relevant stakeholders, and referrals to the specialized agencies.
  • Oversee and regularly evaluate construction and maintenance infrastructure.
  • Consider the environmental impact of infrastructure works, from planning to implementation and take all necessary measures to minimize the impact.

  • Ensure that all necessary measures are taken to ensure the safety of temporary workers, contractors and site residents through maintenance and monitoring.
  • Assist the Shelter and Settlement team leader in assessing the incidents and needs of the community. Report incidents and findings to the Shelter and Settlement team leader, and support in the site level response.
  • Support the Shelter and Settlement team leader in coordinating capacity building activities to the community-based volunteers, site groups, stakeholders, and DRC teams.
  • Support the planning and implementation of program activities related to the provision of services and assistance to vulnerable and at-risk individuals at the site level. To this end, support the Project Team Leader in implementing work plans, and managing program activities accordingly.
  • Assist in service monitoring for all the site services including WASH, Shelter, Health, food and raise issues, gaps, and needs to the appropriate stakeholders.
  • Support the TL in leading the emergency preparedness and response at site level including, planning, reporting, assessments, coordination, messaging, relocations and any other relevant activities. 
  • Assist in working with Protection and other teams in the development of key relationships with site and government leaders to ensure smooth communication, activity implementation, data collection, and community outreach.
  • Assist in monitoring the distribution of all items in the site to ensure that minimum standards and operating procedures are respected and applied.
  • Assist with all procurements and logistical arrangements associated with the camp, in collaboration with DRC procurement and logistics staff.
  • Support delivery of assistance in the targeted locations as part of programmatic interventions, ensuring that all material needs of individuals and households in the sites requiring assistance are met.
  • Support the mobilization and participation of those assisted at site level, with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into the decision-making processes, including supporting the running of community groups and quick improvement projects.
  • Support the identification, management, upkeep and oversight of site solutions for vulnerable individuals and households identified by Protection teams during intake and vulnerability screening.
  • Support the development of DRC standard operating procedures as well as other strategic documents.
  • Support with the mapping of safety risks and other hazards at site level and surrounding communities when feasible.
  • Support the development of an effective referral mechanism and service mapping in close collaboration with relevant stakeholders and DRC’s team.
  • Provide daily/weekly updates of programme activities and track progress on the activity tracker.

Reporting

  • Ensure that quality and accurate reports and supporting documentation on program activities related to the provision of assistance, are submitted timely and daily to the Shelter and Settlement Team Leader. To this end, ensure that both the hard and soft copies of all activity reports are archived on the server and/or uploaded onto online platforms for information management as relevant.

Ensure that all information or data shared is done in a manner that upholds the principle of data protection and confidentiality.

Experience and technical competencies: 

  • Minimum 2 years’ relevant experience within a humanitarian organization, prior experience in emergency responses and in refugee/IDPs camps is desirable
  • Experience in community engagement mobilization. In particular, awareness campaigns, distributions or emergency response.
  • Excellent knowledge of the South Kordofan context
  • Good experience of working directly with Sudanese communities and local authorities
  • Good communications skills; experience with dealing with Communities;

Computer skills (Word, Excel, PowerPoint) and basic report writing ability

Education: (include certificates, licenses etc.)

University degree in relevant fields

            Languages: (indicate fluency level)
