DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Darfur, South Kordofan, Gedaref, Kassala, and Khartoum states. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

About the job

The WASH Team Leader will lead WASH & Infrastructure team of Officers and Assistants in delivering needs and evidenced based programming in Aljazeera state, benefitting IDPs and host community populations. The Team Leader will be responsible for managing the daily tasks of their team, ensuring that work plans are in place and deliverables are followed according to project implementation timelines and objectives. The Team Leader will be responsible for effectively overseeing the expenditure of their project budget according to donor guidelines and planned activities and targets. The Team Leader will ensure that coordination with other partners and project delivery is at a high-quality standard and according to programme documents, government guidelines and donor regulations

Responsibilities and Tasks

To achieve the overall and specific position’s objectives the job holder tasks and responsibilities include, but are not limited to:

  • To design, plan and oversee the implementation the WASH activities
  • As part of the programme management team, contribute to the overall development, planning, roll-out and implementation of the programme including reporting, supply chain and budgeting with a specific focus on WASH activities
  • To oversee the hygiene promotion element of the programme ensuring synergies and integration with other behavioural change activities in the programme being implemented.
  • To provide oversight to the WASH team and ensuring that objectives are met in accordance with the programme objectives.
  • Assist in coordination with other actors on the ground as well as government technical departments.

Project Planning and Design:

  • Ensure the participation of the project stakeholders (especially target communities) in all stages of the project cycle
  • Oversee the assessment of WASH needs in target communities, including participation of local authority technical team from WES and State Ministry of Health.
  • Ensure WASH activities are integrated into the WASH programme design and plan; implementation plans, Monitoring and Evaluation, including KAP and other relevant surveys.

Project Management:

  • Direct supervision of the WASH programme including setting up water distribution points, water testing, water treatment, latrine and bathing area construction, health and hygiene promotion activities as well as other wash related issues identified
  • Ensure that project implementation plans are developed and Implement according to project deliverables and timelines
  • Oversee needs assessments to ensure that projects and beneficiaries are selected according to needs and project criteria
  • Prepare design and Bills of Quantity as required for the implementation of interventions and share with the WASH & Infrastructure Coordinator for review and approval.
  • In coordination with the MEAL department, put in place effectively monitoring measures to ensure that the project is implemented at a high standard and avoids causing harm, providing updates and reports as necessary.
  • Take a lead role in ensuring that all the necessary resources are in place to deliver on the WASH activities (staff, logistics, finances etc.)
  • Assist in monitoring project budgets to ensure that relevant activities are being implemented in accordance with agreed budgets
  • Ensure that best practice and international standards are applied to the WASH and other programme activities as relevant.

Reporting, M&E and Project Development.

  • Submit regular, high quality reporting to the Area Manager/WASH & Infrastructure Coordinator and Grants department through monthly updates of the IPPT and PMF and other relevant MEAL folders
  • Support the Area Manager, WASH & Infrastructure Coordinator and Grants team in developing new funding opportunities according to identified needs.
  • Ensure that all WASH-related activities are documented and reported and shared as necessary with colleagues, and donor
  • Organize and support the development and implementation of needs assessments to inform evidence-based programming and proposal development processes.
  • Ensure that all information or data shared is done so in a manner that upholds the principle of data protection and confidentiality.

Finance and Supply Chain

  • Assist in monitoring of WASH & Infrastructure expenditures against available resources and develop forecasts
  •  Assist the Area Manager in managing budget lines, develop spending plans and attend budget meetings
  • Develop project procurement plans, follow up and monitor these regularly in coordination with DRC’s Supply Chain department the deliveries, execution and reporting in the requested items/works.

Human Resources

  • Lead and manage WASH staff, contributing to their capacity building, career development, monitor their performance, ensure team work and that DRC policies are followed.
  • Ensure that work within the team is planned and organised in a way which will meet the organisation’s needs in the most cost-effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
  • Ensure compliance with DRC’s Code of Conduct Policy at all times and report any suspected violations to the management.

Liaison and Coordination

  • Support the Area Manager in liaising with communities and local authorities
  • Attend relevant external meetings as relevant and requested
  • Regularly and effectively engage with community focal points, project beneficiaries and other relevant stakeholders to garner project buy-in and support

Experience and technical competencies: (include years of experience)

  • At least a university degree in Civil Engineering, Water Resources Engineering, Public Health, Environmental Health, or related subject is desirable.
  • Minimum 3 years’ relevant experience within a humanitarian organization with reputable NGOs in WASH, Infrastructure, Engineering or Public Health/Hygiene Promotion.
  • Knowledgeable in water chlorination/treatment procedures.
  • Excellent knowledge of Project Cycle Management
  • Good budget management skills and donor reporting.
  • Good communications skills; experience with dealing with Communities; good written and spoken English and Arabic
  • Computer skills (Word, Excel, PowerPoint) and basic report writing ability
  • Experience  and good knowledge of  WASH engineering software ( ArchiCAD, AutoCAD, GIS etc),  Microsoft Office (Excel, Power Point, Word), and Internet/Intranet would be an advantage
  • Prior evidence of managing staff; with excellent leadership skills including challenging, motivating and developing a team
  • Good knowledge of Monitoring and Evaluation procedures
  • The ability to take the initiative and work independently as well work as a team player – supporting other departments is essential
  • Excellent interpersonal and communication skills in English and Arabic
  • Excellent organizational, problem-solving and negotiation skills
  • Flexibility and capacity of adaptation to a changing working environment
  • Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met.

Education:

  • At least a university degree in Civil Engineering, Water Resources Engineering, Public Health, Environmental Health, or related subject is desirable.
  • Minimum 3 years’ relevant experience within a humanitarian organization with reputable NGOs in WASH, Infrastructure, Engineering or Public Health/Hygiene Promotion.
  • Sound knowledge of engineering  designs and software ( ArchiCAD, AutoCAD, GIS etc)

Languages:

  • Fluent in English (both oral and written)
  • Arabic
