Context:


Background:
IOM Sudan is looking for a consultant to provide a comprehensive technical study and analysis, on reduction of the negative impact of sand and dust storms including designing of windbreaks and/or shelterbelts to enhance human livelihood, economic assets and contributes to community resilience building in Srobtway Village.


TASKS/JOB DESCRIPTION


The incumbent will work under the general supervision of the Project Manager (HRT) and the direct supervision of the program engineer based in Khartoum:


CORE FUNCTIONS / RESPONSIBILITIES:

The work is divided in three phases: study, implementation and coordination:


PHASE ONE – STUDY
• The consultant should study, analyze and assess Sudan Metrological Authority (SMA) data, satellite images and other available data and resources, to better understand meteorological and landscape characteristics of the area (including wind velocity, direction, intensity, frequencies..). The study should incorporate all the environmental aspects, data on the overall area, including, but not limited to, type of plants and their adaptation in the IOM is committed to a diverse and inclusive environment. Internal and external candidates are eligible to apply to this vacancy. For the purpose of the vacancy, internal candidates are considered as first-tier candidates. area (impact on the ecosystem and biodiversity), agricultural and fertility of land before and after the identified interventions, expected impact on the community itself and possible other impacts.
• Identify, design, and propose technical methods to decrease negative impact of sand and dust storms using nature based solution intervention, in the designated area and surroundings, this can include but is not limited to plantation for windbreak protection, revegetation scheme and other possible interventions the consultant might explore and propose.
• Prepare a comprehensive report identifying the outline of the study, including but not limited
to:

  1. Desk review.
  2. Methodology used.
  3. Equipment or tools used to gather information.
  4. Models used to design the possible intervention.
  5. Exhaustive explanation of the intervention suggested, including positive and negative impact and possible vegetation species selections.
  6. Technical designs.
  7. Sustainability of the intervention in the long term.
  8. Bill of quantities for the implementation of the proposed intervention.
  9. Timeframe and work plan for the above proposed intervention. The last two points particularly the BoQ and the work plan should include community participation and engagement considerations and actions. Agree with IOM Sudan about the most suitable intervention; seek written approval of the report before initiating the implementation phase

PHASE TWO – IMPLEMETATION
• Coordinate, prepare, sub-contract with IOM approval on the selection of the company for the implementation of the project. The same can be done with a well though community participation and engagements plan, as well as with the support of the forestry authority in Kassala.
• Submit budget and work-plan keeping in consideration that the work cannot be extended over the date 1st of April 2023.

PHASE THREE – COORDINATION
• The Consultant or service provider, need to facilitate the discussion at State level and should ensure that all reports and interventions suggested and agreed with IOM Sudan, are be validated by Ministry of Production and National Forestry Corporation (FNC) in Kassala State. It is suggested to consult at early stage the entities and bodies which regulate the land use and planning.
• Promptly highlight to IOM Sudan any possible challenge related to the work, this can be technical but also social considering the possible tension that the land use modification can raise.
• The Consultant or service provider firm is requested to facilitate all necessary permit (including all related cost associated to these activities).
• The consultant is requested to highlight the sustainability indicators of the intervention.
• The Consultant or service provider is requested to respond to design queries after the completion of the assignment.
• The Consultant is requested to submit map of the location to be approved before the purchase and plantation of plants in coordination with FNC.
• The Consultant will start the implementation after IOM approval.

DELIVERABLES to be submitted with the application
• Technical offer: outline of the proposed approach and methodology of the assessment as above specified.
• Financial offer: can be divided by phases or based on the proposed consultancy firm approach.
• CVs of the eligible consultant.
• All reports and official communications need to be in English language

TIMEFRAME OF THE ASSIGNMENT:
• The study and analysis as well as the report including the BoQs should be done within 30 days from the written email approval of the award of the contract.
• The procurement and implementation of the designed and approved intervention will be done within 90 days after the written email approval of the design and in any case before 1st April 2023.

Required Qualifications and Experience

Education
• University degree in Environmental engineering, civil engineering, hydraulic/water engineering or other relevant field.


Experience
• 3 years of professional technical experience in engineering in Sudan, preferably in the location of the assignment.
• Good writing and reporting skills.
• Familiarity with the International Organization, UN agency or diplomatic mission an asset.
• Good computer knowledge in MS office packages.
• Able to work with GIS software and AutoCAD to prepare maps of the works.

Languages
• Fluency in English is Required.
• Knowledge on Arabic language will be added advantage.
