Context:


Background and rationale:


Sudan is an origin, transit, and destination country for mixed migration flow from the Eastern Horn of Africa, Central and West African. Migrants from these countries transit in Sudan in route to North Africa to reach the Gulf Cooperation Council (GCC) countries and Europe. Others take Sudan as a destination country where they seek job opportunities and better life. The key entry point for these migrants, who comprise mixed migration flows into Sudan together with refugees and asylum seekers, is Eastern Sudan, in particular Gedaref and Kassala States which share long land borders with Ethiopia and Eritrea. Among those migrants are the seasonal workers who enter the Gadarif States, the heartland of Agriculture through Galabat and Lukdi borders. These workers, mostly men, are recruited directly from Ethiopia by Sudanese farmers or Ethiopian or Sudanese intermediaries. They have no work permit or contract to protect their rightism IOM is looking into enhancing the protection of Ethiopian seasonal migrant workers in Gadarif through raising awareness of their rights as migrant workers and where to seek support in case of trouble. A rapid assessment by IOM Ethiopia will be conducted to understand the protection risks they face as seasonal workers. The assessment will look into the areas of origin of the workers in Ethiopia, their living conditions in Sudan and risks faced by them. To address their issues and ensure they are aware of the information and the rights, IOM will support in developing Post-Arrival Orientation (PAO) modules to be utilized by the local governments and partners


Core Functions / Responsibilities:


• Develop a workplan on the deliverable and methodology of the assignment.
• Review the outcome of the rapid assessment conducted by IOM Ethiopia that will identify the needs and
gaps that face seasonal migrant workers.
• Meet with relevant stakeholders in Galabat and Lukdi to identify needs addressed by seasonal migrant
workers.
• Meet with Ethiopian Consulate and Ethiopian community to understand the needs of the seasonal workers and exploitation they face as labour migrants.
• Develop a PAO that covers basic information about life in Sudan, the migrants’ rights and obligations as
migrant workers, where to seek support in case of trouble with employers, and services available at the
MRCs in Gedaref and Metema.
Perform such other duties as may be assigned.


RequiredQualificationsand Experience:


Education
• Graduate degree or master’s degree in migration Studies or International and development studies.


Experience
• 10 to 15 experiences in the field of migration issues, especially those related to labour migration or
migrant protection and assistance, in the context of Sudan as well as in the field of humanitarian and
development filed, preferably with an UN agency or international organization.
• Excellent written and oral communication skills in English and Arabic; Amharic and Tigrinya are a plus


Skills:
• Strong analytical skills.
• Demonstrated ability to work and communicate effectively with government authorities,
international institutions, NGOs and academia.
• Ability to work independently in a multi-task and multi-deadline environment.
• Flexibility to accommodate multiple feedback from diverse stakeholders.


Languages
• Excellent written and oral communication skills in English language is required. Working knowledge in
Arabic language is advantageous.
Travel required
The consultant will undertake travel duties as required.
