Context:


Under the overall supervision of the Regional Coordinator, and in coordination with relevant project managers the National Programme Coordination & Liaison Officer will liaise with government authorities, UN agencies, and other key partners in his/her assigned state. He/she will contribute to the implementation of programme activities and ensure that reliable channels and mechanisms of communication are established and maintained with country office and Regional Coordinator.


Core Functions / Responsibilities:

  1. Provide day-to-day coordination and supervision of programme activities in the assigned state.
  2. Ensure effective communication and coordination between the IOM sub-office in the area of responsibility, Darfur Regional Coordinator and project managers in the country office.
  3. In coordination with the Regional Coordinator, ensure the efficiency in the delivery of all programme activities (DTM, humanitarian & transition programmes, migration management and migrant protection / assistance programmes) and coordinate with partners when needed.

  4. In coordination with relevant colleagues, monitor programme implementation against the programme work plan and indicators, including the preparation of periodic programme activity, progress, and status reports.
  5. Ensure that reliable channels and mechanisms of communication are established and maintained, so that project managers and Regional Coordinator have regular updates, accurate and relevant information related to the area of responsibilities
  6. Liaise with government bodies and authorities, UN agencies and other key stakeholders in coordination with the Regional Coordinator.
  7. Participate in coordination and inter-agency cluster meetings, and other relevant fora, events, and activities as directed by the Regional Coordinator and share key discussion and action points from such meetings with the Regional Coordinator and relevant project managers.
  8. Ensure that regular coordination meetings occur between IOM project and sectors across the region, to ensure that Programmes are coordinated and harmonized, and that opportunities for synergies between interventions are fully capitalized on.
  9. Identify gaps in IOM response, operational challenges and constraints and ensure that these are communicated to Darfur Regional Coordinator and to project managers.
  10. In coordination with the Regional Coordinator and project managers, advise on programmatic opportunities, project development, and any related strategic developments, in accordance with the IOM mandate and overall strategic priorities for providing support to mobile populations and host communities.
  11. In coordination with the Regional Coordinator and project managers, ensure that awareness is raised key cross-cutting issues, including protection, Accountability to Affected Populations (AAP), conflict sensitivity and resilience-building, prevention of sexual exploitation and abuse and promote the integration of such issues across programmers and interventions wherever relevant.
  12. Regularly undertake duty travels within the region as requested.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education
 Master’s degree in Development or Social Sciences or, alternatively, an equivalent combination of training and experience in humanitarian operations and logistics, and transition & recovery programming for crisis and post-crisis situations; or
 University degree in the above fields with two years of relevant professional experience.


Experience
 Experience in crisis- and post-crisis contexts and in working in a high-risk environment;
 Experience in project management and IOM administrative and financial management, would be an advantage;
 Experience in liaising with local authorities, and local communities, as well as national and international institutions;
 Demonstrated gender awareness and gender sensitivity;
 Knowledge of international agencies like the UN an advantage;
 Experience working in the region an advantage;
 Knowledge of the region is an advantage .


Languages
English and Arabic is Required.
