Context:

Sudan is at the centre of migration routes from the Horn of Africa and West Africa towards North Africa and onwards to Europe and the Middle East. In line with IOM’s mandate, IOM Sudan works to uphold the human dignity and well-being of migrants and to advance the understanding of migration issues in the region. Since 2015, IOM has operated a Migrant Resource and Response Centre (MRRC) in Khartoum, which acts as a hub for direct assistance and protection services to vulnerable migrants transiting through, stranded or living in Sudan. Services provided, both directly and through referral, including medical assistance, case management support, psychosocial support (PSS), and Assisted Voluntary Return (AVRR) of stranded migrants from Sudan to countries of origin. The MRRC also runs a mobile response team, including a medical doctor, to assist migrants who are not able to approach the MRRC in person, including migrants in administrative detention and safe houses. The MRRC Medical Unit holds the primary responsibility of medical assessment of MRRC clients, provision of medication, follow up of medical tests and further referral for specialized services.

The MRRC operation falls under the Migrant Protection and Assistance (MPA) programme of IOM Sudan, which carries out policy and capacity building related activities to promote the inclusion of migrants in the relevant national policies and healthcare systems. The MPA programme in coordination with the Immigration and Border Management (IBM) programme is also planning to expand its activities to strengthen the health security at key points of entry (PoEs) in Sudan to contain the spread of communicable diseases including COVID-19 with a view to protecting both Sudanese and non-Sudanese populations.

Under the overall supervision of the Programme Coordinator (MPA/ Labour Migration) and direct supervision of the Programme Officer / MRRC Manager, and in collaboration with different MRRC Units (Case Office and AVRR & Outreach unit), IBM team and other relevant programme units of IOM Sudan, the successful candidate will be responsible and accountable for managing the functions of MRRC Medical Unit and implementing policy and capacity building related activities to promote the health security and the inclusion of migrants in the national healthcare framework.

Core Functions / Responsibilities:

  1. Act as the MRRC Medical Unit Team Leader and as such plan, execute, and monitor all medical assistance activities initiated through MRRC in an effective and efficient manner, including supervision of MRRC medical team and weekly work plan development related to clinic work, consultations, medication delivery, supporting for lab testing referrals and outreach medical visits.
  2. Coordinate closely the needs of MRRC clients with other MRRC units (Case Office, PSS, and AVRR and Outreach) and relevant external stakeholders that provide referral support for the migrants.
  3. Provide technical advice to the Migrant Resource Centre (MRC) teams in Gedaref and Kassala states for migrant cases that require medical interventions and for their partnerships with local medical referral partners.
  4. Act as the MPA medical focal point and implement relevant policy and capacity building related activities as part of national and regional projects in coordination with the Programme Coordinator, IBM team and other relevant programmes of the mission.
  5. Coordinate regularly with the mission’s Migration Health Unit and other relevant programme units to share initiatives, good practices and lessons learnt from MPA medical activities.
  6. Provide monthly and quarterly reports and updates of the services provided to the MRRC Programme Officer and MPA Programme Coordinator and as such regularly update the data platforms on the medical services with the support from medical team in coordination with MRRC Information Assistant.
  7. Regularly review medical team practices and ensure its alignment with the internal IOM-MHD Guidance and Local Regulation.
  8. Identify, codify and disseminate best practices and lessons learned in assistance to vulnerable migrants in the medical domain, and in particular represent MRRC medical activities in the community and other coordination forums.
  9. Carry out assessment and scoping visits to other states and take up duty travels in supporting migrants, including support to the training activities taking place in the states.
  10. Perform such other duties as may be assigned.

Education

• Master’s degree in Medicine with government registration to practice, in Public Health with two years of relevant professional experience; or
• Bachelor’s Degree in Medicine with the government registration to practice, in Public Health or other related medical fields from an accredited academic institution with five-year professional experience.

Experience

• Operational and field experience in migration, refugee and displaced persons’ health-related issues, including experience in project planning/ implementation and evaluating health programmes and protocols.
• In-depth understanding of Migration and Health issues including familiarity with the health sector in Sudan.
• Experience in working closely with the governmental authorities, other national/international institutions and NGOs for the implementation of health-related activities.
• Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures.

Knowledge of and/or prior work experience in migrant protection and assistance in Sudan is a distinct advantage.

Languages

Fluency in English and Arabic.
